HomeMy WebLinkAbout10-17-83 "" 57 Hastings, Minnesota October 17, 1983 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 17, 1983 at 7:30 p.m. in the Council Chambers of the City Hall. Members Present: Councilmen Karnick, Pike, Plan, Kulzer, -- Trautmann, Werner, and Mayor Stoffel. Members Absent: Councilman Klimek. The Mayor called for additions or corrections to the minutes of the meeting of October 3, 1983 and hearing none declared the minutes approved as presented. The City Administrator/Clerk had possession of RESOLUTION NO. 69-8 affidavits showing publication of notice for the call of bids AWARD BID - SALE on $740,000 General Obligation Improvement Bonds of 1983 of OF BONDS - N.W. C\I the City for which bids were to be awarded at this meeting. PONDING BASIN CD The Council proceeded to receive the bids for the CD 0 sale of bonds. The following bids were received: CD BIDDER PRICE NET INTEREST COST & RATE <t Dain Bosworth, Inc. $1,611,094.38 8.8545 1st Nat'l Bank of St. Paul 1,600,356.88 8.79558 Moved by Councilman Trautmann, seconded by Council- man Nesbitt to adopt Resolution No. 69-83 providing for the -- issuance and sale of $740,000 General Obligation Improvement Bonds of 1983 to the 1st National Bank of St. Paul. Ayes, 7; Nayes, None. Copy of Resolution on file. The Mayor declared the public hearing on the PUlBLIC HEARING - rezoning of County Road 42 and Pleasant Drive open at 7:41 REZONING OF COUNTY p.m. The City Administrator/Clerk provided proof of affidavit ROAD 42 AND of publication. Because the developers were unable to have PLEASANT DRIVE the development contract ready by this meeting, the public hearing was tabled until the next meeting. The Mayor closed the public hearing at 7:45 p.m. Ayes, 7; Nayes, None. The Mayor declared the public hearing for the Trunk PUBLIC HEARING - Highway 55 and Westview Drive open at 7:46 p.m. The City T.H. 55 AND Administrator/Clerk provided proof of affidavit of public- WESTVIEW DRIVE ation. The Acting City Engineer gave a presentation on the matter. The City Council had discussion on the issue. No one else wished to speak on the issue. The Mayor closed the public hearing at 8:09 p.m. Moved by Councilman Trautmann, seconded by Council- RESOLUTION NO.70-8: man Werner to adopt Resolution No. 70-83 agreeing to partici- VERMILLION RIVER pate in a Joint Powers Agreement for the Management of the WATERSHED MANAGE- Vermillion River Watershed. This resolution is based on a MENT JOINT POWERS -- compromise/agreeing to Hastings representation on a nine AGREEMENT member board for plan preparations, with a five member board taking over after the plan is adopted. Moved by Councilman Werner, seconded by Councilman PRESENTATION - Trautmann that the City of Hastings go on record supporting SPRING LAKE PARK the Dakota County Master Plan for the Spring Lake Park Area. Moved by Councilman Plan, seconded by Councilman 3RD READING - Trautmann to pass the 3rd and final reading of the Ordinance ORDINANCE AMEND- #146 for a Two Family Dwellings in the R-2 District. FAMILY IN A , R-2 DISTRICT ~ 58 October 17, 1983 MOTION TO RESCIND Moved by Councilman Karnick, seconded by Councilman MORATORIUM Nesbitt to rescind the Moratorium on Special Use Permits in the R-2 District. Ayes, 7- Nayes, None. , PLANNING COMMISSION Moved by Councilman Nesbitt, seconded by Councilman TO REVIEW MULTIPLE Karnick to ask the Planning Commission to review the issue of FAMILY UNITS having R-l Zoning Districts in each of the existing wards and also to have them review the matter of multiple family housing fl in the R-2 District. Ayes, 6; Nayes, Trautmann. 2ND READING - ORDINANCE Moved by Councilman Kulzer, seconded by Councilman \_~-} AMENDMENT - PRD ALLOW- Trautmann to pass the 2nd Reading of the Ordinance amendment ING SINGLE FAMILY allowing single family homes as permitted PRD use in the R-3 DWELLINGS IN R-3 and R-4 Zoning District. This motion includes the following AND R-4 ZONES Planning Commission recommendation: To recommend that the zoning ordinance be amended to allow single family dwellings as part of a PRD, when a development includes attached dwellings, with the R-2 lot size and setback requirements, in the R-3 and R-4 Districts, and to change the minimum PRD size to 3 acres. This motion also includes setting a public hearing for the ordinance amendment for the November 7, 1983 regular City Council meeting. Ayes, 7; Nayes, None. ALLEY VACATION - Moved by Councilman Karnick, seconded by Councilman BLOCK 87 Trautmann to set a public hearing for an alley vacation for Block 87, Original Town of Hastings, for the November 7, 1983 regular City Council meeting. Ayes, 7- Nayes, None. , ORDINANCE AMENDMENT - Moved by Councilman Trautmann, seconded by Council- LOT SIZES IN THE man Karnick to pass the 1st Reading of an ordinance amendment AGRICULTURAL DISTRICT changing the minimum lot size in the agricultural zoning district from 2 acres to 5 acres and to schedule a public hearing on this [ matter for the November 7, 1983 regular City Council meeting..- Ayes, 7; Nayes, None. VARIANCE - GARY VOS - Moved by Councilman Trautmann to deny the variance 1334 WEST 16TH ST. for a side setback at 1334 West 16th Street. The motion died for lack of a second. Moved by Councilman Pike, seconded by Councilman Werner to approve the side setback variance at 1334 West 16th Street - Gary Vos_ Ayes, 6; Naye, Trautmann. APPROVE CORRECTION TO Moved by Councilman Werner, seconded by Councilman PLAT - DAKOTA HILLS 2ND Plan to approve the correction to the Plat of Dakota Rills 2nd Addition, Lot 20, Block 5. There is an error of approxi- mateiy 2 feet in the plat of dimensions. Ayes, 7; Nayes, None. 1ST READING - ORDINANCE Moved by Councilman Werner, seconded by Councilman AMENDMENT - ELIMNATE Karnick to pass th 1st Reading of an ordinance amendment to PROFESSIONAL OFFICES eliminate professional offices, gift and craft shops, and the FROM R-l AND R-2 phrase 'similar uses of a public service nature', as a special DISTRICTS use in the R-l District and as permitted use in the R-2 District. This motion also includes setting a public hearing for the November 7, 1983 regular City Council meeting. Ayes, 7; Nayes, None. UNITED TELEPHONE A representative from the United Telephone Company U PRESENTATION was in the audience to give a brief presentation to the Council on the telephone system and service. 1ST READING - ORDINANCE Moved by Councilman Pike, seconded by Councilman CABLE TELEVISION Plan to pass the 1st Reading of the ordinance establishing a COMMITTEE Cable Television Commission. This motion would also include the removal of Janice Johnson from the Commission and to be replaced by Patricia Gildemeister. Ayes, 7- Nayes, None. , RESOLTUION NO. 11-83 Moved by Councilman Trautmann, seconded by Councilman FINAL PAYMENT - Pike to adopt Resolution No. 71-83 approving the final payment HUSTING AND ENGSTROM in the amount of $4,193.45 to be paid to Husting and Engstrom Incorporated for the Softball/Baseball Complex. Moved by Councilman Plan, seconded by Councilman ACCEPT RESIGNATION - Pike to accept the resignation of Jim Pohl, volunteer fire- JIM POHL - VOLUNTEER -- fighter. The City Council expresses its thanks to Mr. Pohl FIRE FIGHTER for his number of years of service. Ayes, 7; Nayes, None.
