The City Council of the City of Hastings, Minnesota met
in a regular meeting on Tuesday, July 5, 1983 at 7:30 p.m. in the
Council Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Pike, Plan
Kulzer, Trautmann, Werner, and Mayor
-- Stoffel.
Members Absent: Councilman Klimek.
The Mayor called for additions or corrections to the minutes
of the meeting of June 20, 1983 and hearing none declared the minutes
approved as presented.

GRADING PERMIT - EAST Moved by Councilman Pike, seconded by Council-
25TH STREET - WILLIS man Plan to approve the grading permit which would allow
OLSON the filling of parts of Lot 15, 16, & 17 Block 1 of
Vermillion Addition. The material to be obtained from
the Highway 61 project under construction.

SPECIAL USE PERMIT - Moved by Councilman Kulzer, seconded by Council-
5TH AND RIVER ST. - man Nesbitt to deny the special use permit application
AL SIEBEN submitted by Al Sieben for a duplex on 5th and River
Street. This denial is based upon a report submitted
by the resident committee citing that it would be a
detriment to the public, health, safety, and welfare
of the residents in the area. Ayes, 5; Naye, Trautmann
and Werner. Motion to deny passes.
1ST READING - RE- Moved by Councilman Werner, seconded by
ZONING - PLEASANT Councilman Trautmann to pass the 1st Reading of the
VALLEY rezoning of Pleasant Valley to an R-3. This would be the
Planned Residential Development only, as presented by
the developers. The 2nd Reading will be contingent
upon the Committee and the Developers meeting and coming
to an agreement; with the Committee coming back to the
Council with a recommendation. This motion was called
out of order per ordinance Chapter 2 Subd. 5. I
SALARY ADJUSTMENT - Moved by Councilman Nesbitt, seconded by
ACTING CITY ENGINEER Councilman Kulzer to increase the annual salary of
Alan LarsQn~he acting City Engineer effective June
20, 1983 to $29,500~ This salary would be increased n
to $33,000 upon receiving the Professional Registration I
and completion of a six month probationary period.

AUTHORIZE HIRING Moved by Councilman Kulzer, seconded by
ASSISTANT ENGINEER Councilman Plan to authorize the advertisement for
an Assistant Engineer position. The salary step
adjustment (per performance & evaluations) would be
as follows:

January 1986 24,250

INCREASE OF
MILEAGE ALLOWANCE Moved by Councilman Pike, seconded by
Councilman Plan to increase the mileage allowance for
the City Administrator and other City employees to
$.25 per mile if they are using their private vehicles
on City business; or $.19 per mile if they elect
using their private vehicle for City business and -,'
there is a City vehicle available. Ayes, 7;
Nayes, None.
1982 AUDITED After a brief review by the City Auditor
FINANCIAL STATEMENT Gary Kramer, it was moved by Councilman Trautmann,
seconded by Councilman Karnick to approve and accept
the audited Financial Statement and other financial
information for the year 1982 as presented by CPA
Gary D. Kramer. Councilman Pike requested that Mr.
Kramer be brought back again to explain financial
statements after the Council has had an opportunity
to review the audit. Ayes, 7; Nayes, None.

Councilman Plan to approve the oiling of West 1st St. - 1ST STREET - REGINA
Regina Memorial Hospital. This approval is subject to HOSPITAL
the City reserving the right to grade the roadway when
it determines that it is so necessary. Ayes, 7; Nayes, None.
Moved by Councilman Plan, seconded by Council- RESIGNATIONS -
man Werner to accept the resignation of Paul Kasel and VOLUNTEER FIREFIGHTERS
-- Lance Rischette as volunteers from the Hastings Fire Depart-
ment. The Council expresses its thanks to these individuals.

Councilman Pike to accept the Public Safety Committee's DEPARTMENT VEHICLE
C\I recommendation to authorize the Fire Chief and the City
(!) Administrator to purchase a car for the Fire Department.
(!) This approval is based upon quotes received by the Fire
Chief for either a Plymouth or Chevrolet. If it is de-
0 termined by the Staff that the higher cost vehicle should
(I) be purchased the Council would like the reason identified.

man Pike to approve a one day 3.2 beer application for the ROTARY CLUB
Rotary Club for the Rivertown Days Tractor and Truck pull
to be held on July 23, 1983 from 12:30 p.m. to 5:00 p.m.
This is contingent upon the applicant providing the proper
application, paying the proper fees, and providing the

Moved by Councilman Nesbitt, seconded by Council- DECLARE EMERGENCY -

repair would be between $11,000 and $11,500. Graus Constuc-
tion and Freiermuth Sanitation will be hired to perform
