Members Present: Councilman Karnick, Nesbitt, Klimek, Pike, r Plan, Kulzer, Trautmann, Werner, and Mayor I Stoffel. I Members Absent: None. Moved by Councilman Klimek, seconded by Councilman BOARD OF EQUALIZATION Nesbitt that the Board of Equalization meeting had been duly called and held. Ayes, 8; Nayes, None. The Mayor called for additions or corrections to C\.I the minutes of the meeting of May 16, 1983 and hearing none declared the minutes approved as presented. (() CD The Public Hearing was opened by the Mayor at 7:32 PUBLIC HEARING - PARTIAl 0 p.m. to allow a partial street vacation adjacent to the STREET VACATION - SECON~ Hastings Waste Water Treatment Plant for the Metropolitan STREET ADJACENT TO WASTE CD Waste Control Commission. Everyone wishing to speak on the TREATMENT PLANT <t issue was given the opportunity to do so. Mr. Paul Dietz was in the audience to answer questions for the Council on behalf of the MWWC. The Mayor closed the Public Hearing at 7:35 p.m. Moved by Councilman Kulzer, seconded by Councilman RESOLUTION 25B Trautmann to vacate 33 feet of East Second Street adjacent r-- to the Waste Treatment Plant property, conditioned upon the relocation of the waterline and sidewalk, and with the under- standing that the project will include fencing and visual buffers. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- RESOLUTION NO. 26-83 man Kulzer to ratify the actions of Springsted Incorporated CANCELLING SALE OF in cancelling the sales for the City's $720,000 general $ 720,000 GENERAL obligation refunding bonds of 1983 and in negotiating the OBLIGATION REFUNDING sale of $275,000 general obligation bonds of 1983 and pro- BONDS AND SALE OF viding for their issuance and sale. $275,000 GENERAL The Council proceeded to receive the bids for the OBLIGATION IMPROVEMENT sale of the bonds. RESOLUTION NO. 29-83 Moved by Councilman Werner, seconded by Councilman AWARD BID - PLEASANT Trautmann to adopt Resolution No. 29-83 awarding the bid for DRIVE RECONSTRUCTION the Pleasant Drive reconstruction to the apparent low bidder of Pine Bend Paving in the amount of $17,828.35. Ayes, 8; Nayes, None. 2ND READING - ORDINANCE Moved by Councilman Trautmann to table the 2nd AMENDMENT - ELIMINATING Reading of the ordinance amendment eliminating two family TWO FAMILY AND MULTIPLE and multiple family dwellings as a special use in the R-l FAMILY DWELLINGS AS A and R-2 District to a later date until more information SPECIAL USE IN AN can be requested from the Committees. Motion was withdrawn. R-1 DISTRICT Moved by Councilman Nesbitt, seconded by Councilman Trautmann to suspend for a period of five and a half months or until the Planning group of the City Council acting in concert with the Planning group of the Planning Commission complete the zoning analysis which would include recommendations to the Council with respect to two family and multiple family dwellings in R-l and R-2 Districts. This would include new and conversions. Ayes, Nesbitt and Kulzer; Nayes, 6. Motion fails. 0 Moved by Councilman Trautmann, seconded by Council- man Kulzer to pass the 2nd Reading of the Ordinance Amendment eliminating two family and multiple family dwellings as a special use in the R-1 District. Also scheduling a Public Hearing for the June 20, 1983 regular City Council meeting at 7:30 p.m. Ayes, 8; Nayes, None. SUSPENSION OF SPECIAL Moved by Councilman Karnick, seconded by Councilman USE PERMITS FOR TWO Nesbitt to suspend special use permits for two family and - FAMILY AND MULTIPLE multiple family new construction permits in an R-2 zone for FAMILY IN AN R-2 ZONE five and a half months or November 15, 1983 or sooner, in order to devise a better way to deal with these proposals, in lieu of the 2nd Reading. Ayes, 7. Naye, Pike. , fABLE 2ND READING - Moved by Councilman Werner, seconded by Councilman JRDINANCE AMENDMENT - Nesbitt to table the 2nd Reading of the Ordinance Amendment ELIMINATING TWO FAMILY eliminating two family and multiple family dwellings as a ~D MULTIPLE FAMILY special use in the R-2 District. Ayes, 8; Nayes, None. DWELLINGS AS SPECIAL USE IN THE R-2 DISTRICT SPECIAL USE PERMIT - Moved by Councilman Kulzer to table the special ~L SIEBEN - WEST SIDE use permit for a two family new construction in an R-2 District - [j )F RIVER BETWEEN 5TH West side of River street between 5th and 6th Street - Al Sieben - ~D 6TH STREETS for more input to be received. Motion dies for a lack of a second. Moved by Councilman Nesbitt, seconded by Councilman Kulzer to have this special use permit application covered under the previous motion suspending special use permits for two family and multiple family new construction permits in an R-2 zone for five and a half months or November 15, 1983 or sooner, in order to devise a better way to deal with these proposals, in lieu of the 2nd Reading. 9 June 6, 1983 Moved by Councilman Kulzer, seconded by Gounci1man Nesbitt to table the special use permit for a two family dwelling new construction in an R-2 District - West side of River Street between 5th and 6th Streets for Al Sieben. Naye, Werner. , - Moved by Councilman Kulzer, to request that an 1ST READING - REZONING Environmental Assessment Worksheet be prepared for the PLEASANT DRIVE AND rezoning from an A and PI to an R-3 for Pleasant Drive COUNTY ROAD 42 and County Road 42. The motion was withdrawn. Moved by Councilman Trautmann, seconded by Council- man Nesbitt that the rezoning application from an A and PI to an R-3 for Pleasant Drive and County Road 42 - J. Christenson and D. Fluegel be tabled and referred to the Planning Committee of the Council so the Committee would have an opportunity to get together with the people in the area C\J to discuss and resolve questions. (D (D Moved by Councilman Nesbitt, seconded by Councilman HIGHWAY 55 TRAFFIC 0 Kulzer that the City of Hastings engage a professional traffic STUDY - DAVE TANNER engineer to work in conjunction with the Assistant City Engineer 00 and the MnDOT representative to make an anlysis of the traffic <( patterns that lie west of Vermillion Street in the City of Hastings so as to identify what type of service roads, access, and egress points are necessary to accomodate City traffic on Highway 55, and that the City do this expeditiously. The Assistant City Engineer, MnDOT and the City Administrator will select the traffic engineer. The funding for this will come from the general fund surplus account. If the work is not done, then legal action will be taken. City Staff is to submit pictures to the City Council at the July 5, 1983 regular City Council meeting. Ayes, 8; Nayes, None. ICE ARENA FEES Moved by Councilman Klimek, seconded by Councilman 1983-1984 Werner to increase the ice rental fees for the 1983-1984 season to be $70.00 per hour for the tax exempt groups during prime time and non-exempt having the current tax rate of 6% to cover. Any hour beginning after 10:30 p.m. everyday will be $60.00 per hour plus tax where applicable. Ayes, 8; Nayes, None.
