HomeMy WebLinkAbout05-16-83 5 Hastings, Minnesota May 16, 1983 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, May 16, 1983 at 7:37 p.m. in the Council Chambers of the City Hall. Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, ,-- Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of May 2, 1983 and hearing none declared the minutes approved as presented. There had been a public hearing scheduled on a rezoning for C\J the May 16, 1983 regular City Council meeting at 7:30 p.m. However, because of the interpretation action at the previous meeting there C.D was no need for the public hearing. to 0 Moved by Councilman Trautmann, seconded by Counci1- 1ST READING - ORDINANCE ro man Werner to pass the 1st Reading of an amendment to the AMENDMENT - REMOVING <t zoning ordinance, removing two family dwellings as a use SPECIAL USE PERMIT allowed by Special Permit in an R-l zone, under 10.11 Subd. IN AN R-l ZONE 3a. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- 1ST READING - REMOVING man Kulzer to pass the 1st Reading of an amendment to the SPECIAL USE PERMIT zoning ordinance removing two family dwellings as a use IN AN R-2 ZONE allowed by Special Permit in an R-2 zone, pursuant 10.12, ,-- Subd. 3 a & b. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- PLACE MORATORIUM ON man Pike to place a moratorium for conversion of one family CONVERSIONS FROM ONE houses to duplex or multi-family units for six months. This FAMILY TO MULTI-FAMILY would also be referred to the Planning Commission and the UNITS Planning Committee of the Council to study and make a recom- mendation to the City Council. Moved by Councilman Werner, seconded by Councilman RESOLUTION NO. 24-83 Pike to adopt Resolution No. 24-83 awarding the bid for the AWARD BID - 1983 1983 Street and Utility Construction Program to Austin P. STREET CONSTRUCTION Keller, under alternate #2, in the amount of $179,689.20. Ayes, 6; Nayes, Karnick and Trautmann. Copy of Resolution on file. Moved by Councilman Trautmann, seconded by Counci1- APPROVE PLAN - man Klimek to approve the proposed site at the Veterans Home, MN/DOT GARAGE as proposed by MnDOT, for a truck garage facility. Ayes, 8; Nayes, None. Moved by Councilman Werner, seconded by Councilman ORDINANCE NO. 138 - Nesbitt to pass the 3rd and final reading of the ordinance 3RD READING - SOFTBALL/ amendment of Section 9.84 allowing on-sale 3.2 beer sale to BASEBALL COMPLEX -- be in effect by licensed entities at the softball/baseball complex. Ayes, 7; Naye, Trautmann. Moved by Councilman Pike, seconded by Councilman 2ND READING - ORDINANCE Nesbitt to pass the 2nd Reading of the ordinance amending AMENDMENT - ADOPT Section 4.01 of the State Building Codes. Ayes, 8; Nayes, 1982 BUILDING CODES None. Moved by Councilman Klimek, seconded by Councilman RESIGNATION - NRRC Plan to accept the resignation of Beverly McNamara from the Natural Resources and Recreation Commission as she no longer resides within the City. The Council wishes to express its thanks to Ms. McNamara. Ayes, 8; Nayes, None. 6 May 16, 1983 RULES AND REGULATIONS - Moved by Councilman Pike, seconded by Councilman GARDEN PLOTS Plan to approve the rules and regulations for the City garden plots as submitted by Mike Werner. Ayes, 7; Naye, Kulzer. ABATEMENT ORDER - Moved by Councilman Klimek, seconded by Councilman ST. JOHN'S HOTEL Plan to allow the Hudson Manufacturing Company, owner of the ~ St. John's Hotel, thirty (30) days in which to respond to the City regarding an abatement order for the St. John's Hotel. Ayes, 7; Abstained, Kulzer. RESOLUTION NO. 25-83 Moved by Councilman Trautmann, seconded by Counci1- AUTHORIZE ADVERTISEMENT man Werner to pass Resolution No. 25-83 authorizing the adver- FOR BIDS - PLEASANT tisement for bids for Pleasant Drive reconditioning. The bids DRIVE RECONDITIONING will be opened on June 1, 1983 and considered for award at the June 6, 1983 regular City Council meeting. Ayes, 8; Nayes, None. Copy of Resolution on file. CITY OF HASTINGS Moved by Councilman Kulzer, seconded by Councilman MURAL PROJECT Klimek to have the City of Hastings support the mural project whereby people contributing funds for the project can have their contribution as a tax deduction. The City Attorney will review the contract with the person (s) hired to do the work. Ayes, 8; Nayes, None. SIGN - FALLS OF THE Moved by Councilman Kulzer, seconded by Councilman VERMILLION RIVER Plan to have a sign constructed designating the Falls of the Vermillion River. The City will pay for the material only. Ayes, 8; Nayes, None. CONSENT AGENDA Moved by Councilman Werner, seconded by Councilman Trautmann to approve the consent agenda: C (1) Pay all bills as audited, (2) Partial Payment - Arcon Construction - 10th Street Construction - $71,238.54 (3) License for Amusement Devices - Renewal: Arcade 61, American Legion Club, Don's Super Value, Eagles 2212, Friar Tucks, Hutch's Ice Cream Shop, Loesch's Bar, Maco-Bar & Grill, Mr. C's, Pizza Hut, V.F.W.
