The City Council of the City of Hastings, Minnesota met in
a regular City Council meeting on Monday, May 2, 1983 at 7:30 p.m. in
the Council Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
,--- Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes
of the meeting of April 18, 1983 and hearing none declared the minutes
approved as presented.
Moved by Councilman Trautmann, seconded by Council- AWARD BID - 1983
C\I man Plan to award the bid to the lowest bidder deleting all STREET AND UTILITY
improvements including utility and roadway on 23rd and 24th CONSTRUCTION PROGRAM
to Streets.

AMENDMENT - SOFTBALL/ Werner to pass the 2nd Reading of the Ordinance amendment of
BASEBALL COMPLEX Section 9.84 allowing on-sale 3.2 beer sales to be in effect
by licensed entities at the Softball/Baseball Complex. Ayes,
7; Naye, Trautmann.
1ST READING - ORDINANCE Moved by Councilman Trautmann, seconded by Counci1-
AMENDMENT - ADOPTION man Nesbitt to pass th 1st Reading of the ordinance amending
1982 BUILDING CODE Section 4.01 of the State Building Code. Ayes, 8; Nayes,
None.
CITY GARDEN PLOTS Moved by Councilman Werner, seconded by Councilman
Klimek to have the City go ahead and work out a garden plot
area with the Parks Department. The location is tentatively
set for South of the Vermillion River off of Cannon Street.
Ayes, 5; Nayes, Pike, Kulzer, and Trautmann. Motion passes.
INDUSTRIAL PARK Moved by Councilman Trautmann, seconded by Councilman
CHAPTER 2.72-02 Kulzer requesting that the State Legislature amend the Industrial
Park Tax in Chapter 2.72-02 Subdivision 5 extending the period
from three (3) years to ten (10) years. Ayes, 8; Nayes, None. 0
PORNOGRAPHY - Moved by Councilman Trautmann, seconded by Councilman
ORDINANCE REVIEW Nesbitt to table the ordinance review for pornography until some
sample ordinances can be obtained from other Cities. Ayes, 8;

RESOLUTION NO. 22-83 Moved by Councilman Trautmann, seconded by Councilman
SALE OF ABANDONDED Werner to pass Resolution No. 22-83 authorizing the sale of

RESOLUTION NO. 23-83 Moved by Councilman Trautmann, seconded by Councilman
ORDER FOR BUILDING Nesbitt to adopt Resolution No. 23-83 ordering for a building

AUTHORIZE ADVERTISEMENT Moved by Councilman Trautmann, seconded by Councilman
FOR BID - 1983 SEAL Werner to authorize the advertisement for bids for the 1983 State
COAT PROJECT Aid Seal Coat Program. Bid opening to be Wednesday, May 25, 1983

WELL ABANDONMENT - Moved by Councilman Werner, seconded by Councilman
VET'S HOME Nesbitt to permanently abandon an existing well located within C
Building #12 on City property at the Vet's Home. It shall be
disconnected from the water system and the hole filled to pre-
vent contaminated materials from entering the water burying
ground formations. The work shall be accomplished by Maher
Well Drilling in the amount of $1,200. Ayes, 8; Nayes, None.

The Mayor proclaimed the week of May 15th thru 21st, PROCLAMATION -
1983 to be National Police Week. NATIONAL POLICE
WEEK
WHEREAS, The Congress of the United States of America
has designated the week of May 15th to be dedicated as "National
Police Week: and May 15th of each year to be "Police Memorial
..--' ' Day," and;
WHEREAS, the law enforcement officers are our guardian
of life and property, defenders of the individual right to be free
I men, warriors in the war against crime and dedicated to the pre-
servation of life, liberty and the pursuit of happiness, and;
WHEREAS, the City of Hastings desires to honor the
valor, service and dedication of its own police officers.
WE THEREFORE PROCLAIM THE WEEK OF MAY 15TH TO 21ST TO
BE POLICE WEEK and call upon our citizens in this Community to
especially honor and show our sincere appreciation for the police
officers of this City by deed, remark and attitude. I call upon
C\J all our Citizens to make every effort to express their thanks to
our men who make it possible for us to leave our homes and family
to in safety each day and to return to our homes knowing they are
to protected by men willing to sacrifice their lives, if necessary,
0 to guard our loved ones, property and government against all who
