The City Council of the City of Hastings, Minnesota met in a
regular meeting Monday, April 18, 1983 at 7:30 p.m. in the Council Chambers
of the City Hall.
-- Councilmen, Karnick, Nesbitt, Klimek, Pike, Plan,

Kulzer, Trautmann, Werner, and Mayor Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes of
the meeting of April 4, 1983 and hearing none declared the minutes
approved as presented.

Klimek to appoint Paul Burns, the City Planner, as the City's PROCESSING AREAS
representative, to attend the Processing Area Task Force TASK FORCE
meetings. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman 2ND READING -
- Trautmann to pass the 2nd Reading of the ordinance amendment ORDINANCE AMENDMENT -
for diseased trees. Ayes 6; Nayes, Nesbitt and Pike. DISEASED TREES
Moved by Councilman Werner, seconded by Councilman RULES AND REGULATIONS
Pike to adopt the rules and regulations as presented for the SOFTBALL/BASEBALL
softball/baseball complex park, with the exception of (1) - COMPLEX
$300,000 dram shop and liability insurance minimum to be pro-
vided, (2) - Under tournament operation, the tournament
director shall ~ire an off-duty Hastings police officer or
an active member of the Hastings police reserve to provide
security, (3) - All references to lease on the rules and
regulations shall be changed to license, (4) - Only non-
profit charitable organizations which are incorporated shall
be licensed for the sale of 3.2 beer. Ayes, 7; Naye,

1ST READING - ORDINANCE Moved by Councilman Kulzer, seconded by Councilman
AMENDMENT - SOFTBALL/ Klimek to pass the 1st Reading of the ordinance amendment of
BASEBALL COMPLEX Section 9.84 allowing on-sale 3.2 beer sales to be in effect
by licensed entities at the Softball/Baseball Complex. There
would continue to be a 10:00 p.m. closing of the park. Ayes,
7; Naye, Trautmann.
AMBULANCE MUTUAL Moved by Councilman Pike, seconded by Councilman n
AID AGREEMENT - Plan for the City of Hastings to enter into a Mutual Aid
CANNON FALLS Agreement with the City of Cannon Falls ambulance service,
effective May l, 1983. Ayes, 8; Nayes, None.
1982 BUILDING CODES Moved by Councilman Nesbitt, seconded by Councilman
Plan to table the adoption of 1982 Building Codes until such
time that a briefing and options can be submitted to the Council
on the codes for review. Ayes, 8; Nayes, None.
CITY EMPLOYEES Moved by Councilman Pike, seconded by Councilman
MONTHLY MILEAGE Plan to have all City employees receive $0.19 per mile for
REVIEW authorized use of their private vehicles on City business
with review from time to time. Ayes, Pike, and Plan.
Nayes, Karnick, Nesbitt, Klimek, Kulzer, Trautmann, and
Werner. Motion failed.
CITY GARDEN PLOTS Moved by Councilman Werner, seconded by Councilman
Plan to table the matter of the City providing garden plots
until the May 2, 1983 regular City Council meeting. Ayes, 8;
Nayes, None.
APPOINT NRRC MEMBERS Moved by Councilman Trautmann, seconded by Councilman Werner
to appoint John C. Larsen, Dennis McNamara, and Beverly (Adsitt)
McNamara to the Natural Resources and Recreation Commission C
with terms to expire 12-31-84. Ayes, 8; Nayes, None.
WATERSHED MANAGEMENT Moved by Councilman Trautmann, seconded by Councilman
ACT PROPOSAL Pike requesting the County Board to fulfill the Watershed
Management Act responsibilities. Ayes, 8; Nayes, None.
RIGHT-OF-WAY EASEMENT - Moved by Councilman Trautmann, seconded by Councilman
CANNON STREET Klimek to authorize City Staff to begin discussions with the
Bohlkens which are the property owners of the West one-half
of Cannon Street between 23rd and 24th Street for right-of-way
easements. Ayes, 8; Nayes, None.
WATERSHED MANAGEMENT Moved by Councilman Trautmann, seconded by Councilman
ACT PROPOSAL Nesbitt that the City of Hastings not expend any amount of money
for preparations of a joint powers agreement on the Watershed
Management Act proposal. Ayes, 8; Nayes, None.
RESOLUTION NO. 16-83 Moved by Councilman Kulzer, seconded by Councilman
APPROVING PLANS AND Klimek to adopt Resolution No. l6-~3 approving the plans and
SPECIFICATIONS - specifications for TH 316 and TH 6l from City limits to 310
TH 316 AND TH 61 feet south of Vermillion Bridge. Ayes, 6; Nayes, Karnick

RESOLUTION NO. 17-83 Moved by Councilman Kulzer, seconded by Councilman n
COOPERATIVE CONSTRUCT- Pike to adopt Resolution No. 17-83 authorizing signatures
