HomeMy WebLinkAbout04-04-83 223 Hastings, Minnesota April 4, 1983 The City Council of the City of Hastings, Minnesota met in a regular meeting Monday, April 4, 1983 at 7:30 p.m. in the Council Chambers of the City Hall. r Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of March 21, 1983 and hearing none declared the minutes approved as presented. Legal notices of the hear- MOBILE HOME PARK m ing were read into the record by the City Planner. Everyone PROPOSAL <( desiring to speak on the matter was given the opportunity to do so. The Mayor closed the public hearing at 7:41 p.m. Moved by Councilman Nesbitt, seconded by Councilman Trautmann to pass the 2nd Reading of the rezoning request from an A to an R-5 for a mobile home park - Willis Olson. This is subject to the developer following the development review pro- cess and obtaining a mobile home park permit before any construct- ,--. ion starts. Ayes, 7. Naye, Karnick. , Moved by Councilman Trautmann, seconded by Counci1- AWARD BID - SOFTBALL man Klimek to award the bid for the softball fencing at the FENCING new softball complex to Metropolitan Fencing. This award would be for a total of $12,600 with Metro Fencing putting it in per lineal foot up to that dollar amount. Ayes, 8; Nayes, None. The Mayor proclaimed the week of April 17th thru PROCLAMATION - 23rd, 1983 to be National Library Week. LIBRARY WHEREAS, America's libraries are free and accessible to all people; and WHEREAS, libraries provide us with the vital resources we need and want; and WHEREAS, the quality of the services rendered by our libraries depends on community support; and WHEREAS, our City library is celebrating National Library Week with the theme, "Go for it. Use your Library"; and WHEREAS, that theme encourages us to strive to achieve - our very vest in everything'wedo and to use the services and resources of our libraries to reach our goals; THEREFORE, I Lu Stoffel, Mayor of the City of Hastings, Minnesota, proclaim April 17-23, 1983, NATIONAL LIBRARY WEEK in the City of Hastings, Minpesota, and urge all citizens to make use of the vast resources at our library this week and through- out the year. Moved by Councilman Werner, seconded by Councilman ORDINANCE 11134 - Pike to pass the 3rd and final reading of the Ordinance REZONING FROM A TO R-3 amendment rezoning Riverwood 2nd Addition - Star Rea1ty- MANUFACTURED from A to R-3. HOMES - PRD Moved by Councilman Pike, seconded by Councilman SPECIAL USE PERMIT - Plan to approve the Special Use Permit - Two Family Conversion- 306 WEST 2ND STREET 306 West 2nd Street - Mr. and Mrs. Leigh Nelson. This special use permit is subject to the widening of the driveway to provide one additional parking stall. Ayes, 8; Nayes, None. 224 April 4, 1983 SPECIAL USE PERMIT - Moved by Councilman Nesbitt, seconded by Councilman 8TH AND FOREST STREETS Kulzer to deny the special use permit for a Two Family Conversion - 8th and Forest Streets - John Lorenz. Ayes, 8; Nayes, None. 18TH COURT - REQUEST Moved by Councilman Werner, seconded by Councilman TO CONSTRUCT STREET Klimek to approve the request to privately construct street surfacing on 18th Court. This is subject to the design conform- ~ ing the approved drainage plan and meeting present standards and specifications, for construction, including inspection. Building permits are to be issued after the above is covered by a deve1op- l,_ ' ment contract. A September 15, 1983 completion date is required. Ayes, 8; Nayes, None. DUTCH ELM PROGRAM Moved by Councilman Trautmann, seconded by Councilman 1983 Karnick to amend the main motion to continue the 1983 Dutch Elm reinbursement program for the public trees and private boulevard trees. The City will pay 40% and the property owner 60%, there will be no cost share on stump removal. The tree inspector will be on a call basis from the City. Ayes, 7; Nayes, None. Moved by Councilman Nesbitt, seconded by Councilman Werner to eliminate the 1983 Dutch Elm Program. The motion and second were withdrawn. Moved by Councilman Trautmann, seconded by Councilman Karnick to adopt the amendment as the main motion due to the withdrawal of the prior main motion. Ayes, 8; Nayes, None. 1ST READING - ORDINANCE Moved by Councilman Werner, seconded by Councilman AMENDMENT - DISEASED Kulzer to pass the 1st reading of the ordinance amendment for TREES diseased trees. Ayes, 8; Nayes, None. '1 3RD READING - ORDINANCE Moved by Councilman Trautmann, seconded by Councilman 11135 - LIQUOR AND Werner to pass the 3rd and final reading of Ordinance 11135, l_J CLUB LICENSE FEES amending the liquor and club license fees. Ayes, 8; Nayes, None. RESIGNATION - FIREMAN Moved by Councilman Klimek, seconded by Councilman Pike to accept the resignation of Michael McMahon and Trent Wilcox as volunteer fire fighters. The Council expresses its thanks to these individuals. Ayes, 8; Nayes, None. 1983-84 JOINT Moved by Councilman Pike, seconded by Councilman POWERS BUDGET Klimek to approve the 1983-84 Joint Powers Budget Agreement as presented. Ayes, 8; Nayes, None. DELETION OF PARK Moved by Councilman Pike, seconded by Councilman NAME FROM AGENDA Kulzer to delete the name on the agenda of the Softba11/ Baseball Park. Ayes, 8; Nayes, None. RULES AND REGULATIONS - Moved by Councilman Kulzer, seconded by Councilman SOFTBALL/BASEBALL PARK Trautmann to adopt the rules and regulations as presented, for the Softball/Baseball Complex Park, with the exception of (1) under the Term and Operations 112. f. - tournament director shall hire an off duty Hastings Police Officer or an active n member of the Hastings Police Reserve to provide security. U (2) - there shall be no alcoholic beverages at the complex and all reference to the alcoholic beverages in the rules and regulations are to be deleted. (3) - Tournament games shall provide $50,000/$100,000 liability insurance. (4) - All refer- ence to lease on the rules and regulations shall be changed to license. Ayes, Nesbitt, Pike, Kulzer, Trautmann; Nayes, Karnick, Klimek, Plan, and Werner. The Mayor did not cast a vote but chose to take the matter under advisement. DISPATCHING COST Moved by Councilman Werner, seconded by Councilman AGREEMENT - POLICE Kulzer to approve the draft agreement for the dispatch services DEPARTMENT that the Dakota County Sheriff's Office provides for the City of Hastings. Ayes, 8; Nayes, None. 0 Moved by Councilman Trautmann, seconded by Counci1- BOAT HARBOR LEASE m man Karnick to authroize the City Attorney to draw an addendum m to the existing boat harbor lease changing the name of the <( people leasing the boat harbor to Emmett and James Plan and also increasing the annual fee from $500 to $750. Moved by Councilman Pike, seconded by Councilman APPOINT DEPUTY CLERK Klimek to appoint Barbara Thompson as Deputy City Clerk. with full Clerk authority to act when the office of City ,--. Moved by Councilman Nesbitt, seconded by Councilman RESOLUTION NO. 15-83 Klimek to adopt Resolution No. 15-83 to have the towing rates TOWING RATES ordinance remain the same, however, setting a $20 limit on snow birds and illegal parked cars within the City of Hastings by those towing firms called by the local police. Moved by Councilman Werner, seconded by Councilman CITY GARDEN PLOTS Kulzer to request the local media to solicit interest in garden plots within the City of Hastings. Interested persons would be asked to call City Hall with their Name, Address, and Phone Number. The Council will then review to see if there is enough interest to look into the matter.
