HomeMy WebLinkAbout03-21-83 21B Hastin~s, Minnesota March 21, 1983 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 21, 1983 at 7:30 p.m. in the Council Chambers of the City Hall. -- Members Present: Councilmen Karnick, Nesbitt, Pike, Plan, I Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: Councilman Klimek. The Mayor called for additions or corrections to the minutes of the meeting of March 7, 1983 and hearing none declared the minutes approved as presented. The Public Hearing was opened by the Mayor at 7:35 PUBLIC HEARING - p.m. to consider the rezoning of Riverwood 2nd Addition from REZONING RIVERWOOD '" A to R-3 for Manufactured Homes PRD. The Legal Notices of 2ND ADDITION FROM m the hearing were read into the record by the City Administrat- A TO R-3 0 or/Clerk. Everyone desiring to speak on the matter was given CD the opportunity to do so. The Mayor closed the Public Hearing at 7:40 p.m. CD <t Moved by Councilman Trautmann, seconded by Counci1- 2ND READING - ORDINANCI man Werner to pass the 2nd Reading of the Ordinance Amendment REZONING FROM A TO R-3 rezoning Riverwood 2nd Addition - Star Realty - from A to R-3. FOR MANUFACTURED This also includes approval of the preliminary plat and PRD HOMES PRD Permit, conditioned upon the March 10, 1983 staff report, and the execution of a development contract. Ayes, 7; Nayes, none. r-- Moved by Councilman Plan, seconded by Councilman SPECIAL USE PERMIT - t Kulzer to hold the approval of the Special Use Permit - PRD PRD PERMIT AND VARIANCE Permit and Variance at 5th and Ash Streets - A1 Sieben - 5TH AND ASH STREETS - until the Council can review the plans for drainage to ad- AL SIEBEN jacent areas. Ayes, Pike and Plan. Nayes, Karnick, Nesbitt, Kulzer, Trautmann, and Werner. Motion to hold fails. Moved by Councilman Trautmann, seconded by Councilman Kulzer to approve the Special Use Permit - PRD Permit and Variance at 5th and Ash Streets - A1 Sieben - subject to the Planning Commission's recommendation and the staff's approval of the submitted drainage information. Moved by Councilman Werner, seconded by Councilman 1ST READING - ~DEN Trautmann to pass the 1st Reading of the Rezoning request from MOBILE HOME PARK an A to an R-5 for a mobile home park - 160th Street near the PROPOSAL - WILLIS Industrial Park since it is consistent with the comprehensive OLSON Plan. A Public Hearing is scheduled for the April 4, 1983 regular City Council meeting. Ayes, 5; Nayes, Karnick and Kulzer. Moved by Councilman Plan, seconded by Councilman PLANNING COMMISSION Werner to appoint Barbara Martin to fill the vacancy on the APPOINTMENT Planning Commission. Ayes, 7. Moved by Councilman Trautmann, seconded by Council- 2ND READING - ORDINANCJ man Werner to pass the 2nd Reading of the Ordinance amending LIQUOR AND CLUB LICENSE the liquor and club license fees. FEES , Moved by Councilman Trautmann, seconded by Counci1- APPRAI SAL OF PROPERTY - man Nesbitt to authorize the City Attorney to obtain an CANNON STREET appraisal of the property for a roadway at Cannon Street : between 23rd and 24th Streets. Ayes, 7; Nayes, None. 220 March 2l, 1983 RESOLUTION NO. 13-83 Moved by Councilman Werner, seconded by Councilman ADVERTISEMENT FOR Pike to authorize the advertisement for bids for the 1983 Street BIDS 1983 STREET and Utility Improvements to be opened on April 27, 1983 at 10:00 AND UTILITY a.m. and awarded at the May 2, 1983 regular City Council meeting. ACCEPT RESIGNATION - Moved by Councilman Karnick, seconded by Councilman n CITY ENGINEER/ Werner to accept with deepest regret the resignation of Len PUBLIC WORKS DIRECTOR Olson - City Engineer/Public Works Director effective April 30, 1983. APPOINT AMBASSADOR Moved by Councilman Plan, seconded by Councilman REPRESENTING HASTINGS Nesbitt to appoint Mr. and Mrs. David Wesley as the Good Will Ambassadors representing the City of Hastings. Ayes, 7; Nayes, None. RESOLUTION NO. 14-83 Moved by Councilman Trautmann, seconded by Counci1- CABLE - OPPOSING man Karnick to pass Resolution No. 14-83 opposing the cable GOLDWATER BILL - S66 bill sponsored by Senator Barry Goldwater known at S66. Ayes, 7; Nayes, None. Copy of Resolution on file. CABLE COMMITTEE Moved by Councilman Werner to have each Council SELECTION person bring a name or names of people to be appointed to the Cable Committee to the next Council meeting. Motion died for lack of second. Moved by Councilman Pike, seconded by Councilman Nesbitt to have the Adminstrative Assistant send a letter to all the Organizations within the City of Hastings re- questing them to submit the name of an interested individual for the Citizens Advisory Committee for Cable Television. Ayes, 7; Nayes, None. 0 FIRE COMMITTEE The Mayor appointed John Hankes as the additional APPOINTMENT member on the Fire Committee. LETTER TO VETERANS Moved by Councilman Werner, seconded by Councilman HOME - BARRICADE Karnick to have the City Staff submit a letter to the Veterans Home regarding the fixed pipe barricade across the road on East 21st Street and asking them to the possibility of changing it to a locked gate arrangement. Ayes, 7. Nayes, None. , MONITORING WELLS Moved by Councilman Karnick, seconded by Councilman Plan to have the down stream wells and the monitoring wells checked monthly through May. Ayes, 7; Nayes, None. HIGHWAY 55 CONSTRUCTION Moved by Councilman Nesbitt, seconded by Councilman Kulzer to authorize the Planning Committee of the Council, the Department of Transportation, and the City Staff to work together to have Highway 55 and T.H. 61 to the City limits reconstructed along the rest of Highway 55.
