HomeMy WebLinkAbout03-07-83 215 Hastings, Minnesota March 7, 1983 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 7, 1983 at 7:30 p.m. in the Council Chambers of the City Hall. ~ Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, I Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. I I I Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of February 22, 1983 and hearing none declared the minutes approved as presented. The meeting was turned over to the City Engineer. Mr. Olson gave a brief review of each project, what is to be accomplished and the estimated cost to the property owner, etc. . Everyone desiring to speak on the matter was given the opportunity to do so. The Mayor closed the hearing at 8:08 p.m. Moved by Councilman Kulzer, seconded by Councilman ORDER IMPROVEMENT r Nesbitt to approve and order the following project Walnut PROJECT - WALNUT STREET Street - 8th to 9th Street grading, gravel base, bituminous 8TH TO 9TH STREET surfacing, and concrete curb and gutter. Nayes, None. , Moved by Councilman Trautmann, seconded by Councilman ORDER IMPROVEMENT - Klimek to approve and order in the following project Whispering WHISPERING COURT - Court - Whispering Lane to 350 feet West grading, gravel base, WHISPERING LANE TO bituminous surfacing, and concrete curb and gutter, sanitary 350 FEET WEST sewer, watermain, storm sewer. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Concilman ORDER AN IMPROVEMENT Werner to approve and order in the following project 22nd PROJECT - 22ND STREET - Street - T.ll. 61 to Cannon Street grading, gravel base, T.H. 61 TO CANNON STREEj bituminous surfacing, and concrete curb and gutter, sanitary sewer. Cannon Street - 22nd Street to 23rd Street grading, gravel base, bituminous surfacing, concrete curb and gutter, sanitary sewer, and watermain. Cannon Street - 23rd Street to 24th Street grading, gravel base, bituminous surfacing, concrete curb and gutter, sanitary sewer, and watermain, with the stipulation that the City Attorney initiate discuss- ions with private parties regarding procurement of necessary right of way. A public REZONING hearing is scheduled for March 21, 1983 at 7:30 p.m. in the Council Chambers of City Hall. Ayes, 8' Nayes, None. , Moved by Councilman Trautmann, seconded by Council- APPEAL ADMINISTRATIVE man Pike to approve a temporary eight month permit to use a DECISION - AUCTION metal storage building on East 2nd Street in an 1-2 Zoning BUSINESS District for an Auction Business to be held one night a week. This is subject to the use of public toilet utilities in the building next door or obtaining a satelite facility. Ayes, 8. , Nayes, None. 216 March 7, 1983 3RD READING - Moved by Councilman Trautmann, seconded by Councilman ORDINANCE NO. 133 Werner to pass the 3rd and final reading of the ordinance amend- ing portions of the City Code dealing with the establishment and composition of the Planning Commission and the Natural Resources and Recreation Commission. Ayes, 7; Naye, Karnick. RESIGNATION - Moved by Councilman Plan, seconded by Councilman Klimek n G. J. DENN to accept the Resignation of G. J. Denn effective March 8, 1983, VOLUNTEER FIREMAN as a volunteer on the Hastings Fire Department. Ayes, 8; Nayes, None. l_ ~ REFURBISHING Moved by Councilman Pike, seconded by Councilman TRAC BUS Kulzer to enter into an agreement with the Minnesota Depart- ment of Transportation for the refurbishing of a City TRAC bus at the Stillwater Correctional Facility with 2/3's State 1/3 City cost participation; and to authorize the Transit Director to enter into a sub-lease agreement with the Duluth Transit Authority for the lease of back up vehicle while the TRAC bus is being refurbished. RESOLUTION NO. 11-83 Moved by Councilman Trautmann, seconded by Councilman TAXI CAB RATES Plan to adopt Resolution No. 11-83 adopting the taxi cab rate schedule as presented by the Adams Taxi Service. Copy of resol- ution on file. Ayes, 8; Nayes, None. PERMIT - TAXI LICENSE Moved by Councilman Klimek, seconded by Councilman ADAMS TAXI Karnick to issue a taxi cab license for three (3) vehicles in the City of Hastings to the Adams Taxi Service. Ayes, 8; Nayes, None. SOFTBALL FENCING Moved by Councilman Klimek, seconded by Councilman Pike to authorize the advertisement for bids for softball 0 fencing. The bids to be opened on March 31, 1983 with Council awarding April 4, 1983 at the regular City Council meeting. Ayes, 8; Nayes, None. FIRE DEPARTMENT - Moved by Councilman Trautmann, seconded by Councilman BUDGET - VEHICLE Pike to table the purchase of a Fire Department vehicle until State funding is known. Ayes, 5; Nayes, Karnick, Kulzer, and Werner. Motion to table passes. Those voting in the majority indicated they would authorize the purchase if State aid funds are not cut in 1983. NORTHWEST DRAINAGE Moved by Councilman Werner, seconded by Councilman PROJECT Karnick to proceed with the Northwest Drainage Project with a twenty percent (20%) minimum assessment as discussed at the citizens informational meeting and proposed at the Improvement public hearing. Ayes, 5; Nayes, Nesbitt, Klimek, and Trautmann. Motion to proceed fails. 1ST READING - ORDINANCE Moved by Councilman Trautmann, seconded by Councilman LIQUOR FEES Karnick to pass the 1st Reading of an Ordinance amendment changing the liquor and club licenses annual fees. Ayes, 8; Nayes, None. COMMITTEE APPOINTMENTS The Mayor made the following appointments: H.R.A. - Pam Thorsen for a five year term beginning 3-8-83. U Veterans Park Committee - Gay Johnson, Don Kramlinger, Jim Collins, Phil Erickson, Jay Caneff, Bob Schommer, Ken Hoeschen, Dick Pike, Al Duratti, and Marty McNamara. Advisory Fire Board - Bill Wendler, Leo Siebenaler, Jerry Denn, and Gary Cater. PRAIRIE STREET Moved by Councilman Nesbitt, seconded by Councilman SIGNING Kulzer to post signs on Prairie Street running from Highway 55 to 2nd Street that there shall be no tractor trailer traffic.
