CDBGP Mtg. 209 Hastings, Minnesota January 17, 1983 The City Council of the City of Hastings, Minnesota met on Monday, January 17, 1983 at 7:00 p.m. in the Council Chambers of the City Hall to conduct a public hearing for the 1983 Community Development ~I Block Grant Program. The Mayor opened the Public Hearing at 7:00 p.m. The City Administrator/Clerk read into the record the Affidavit of Publication and the Hearing had been properly called. All persons were afforded an opportunity to speak and after discussion the public hearing was closed at 7:25 p.m. The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, January 17, 1983 at 7:30 p.m. in the Council Chambers of the City Hall. ~ Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, m Plan, Kulzer, Trautmann, Werner, and Mayor 0 Stoffel. m m Members Absent: None. <( The Mayor called for additions or corrections to the minutes of the meeting of January 3, 1983 and hearing none declared the minutes approved as presented. Moved by Councilman Nesbitt, seconded by Councilman C.D.B.G. GRANT Kulzer for the City of Hastings to submit a grant application APPLICATION for the Northwest Ponding Basin Trunk Storm Sewer Project to I the State of Minnesota for the 1983 C.D.B.G. Program. Nayes, None. , Moved by Councilman Nesbitt, seconded by Councilman MNDOT GARAGE FACILITY Pike to allow the Minnesota Department of Transportation to use what was formerly known as the laundry building at the Veterans Home as a garage facility, as an essential Govern- mental Service, exempt from zoning regulations. Ayes, 6; Nayes, Karnick and Kulzer. Moved by Councilman Klimek, seconded by Councilman APPROVE APPOINTMENT Werner to approve the Council Committees submitted by the OF COUNCIL COMMITTEES Mayor. APPOINT TREASURER - Moved by Councilman Kulzer, seconded by Councilman INTERIM Plan to appoint Wallace Erickson as the Treasurer for the City of Hastings until a City Administrator is hired. FIRE DEPARTMENT - Moved by Councilman Trautmann, seconded by Councilman VEHICLE PURCHASE Klimek to table the purchase of a Fire Department vehicle until the State funding situation is known. Ayes, 7. TRANSIT DRIVERS - Moved by Councilman Werner, seconded by Councilman 1983 SALARY Nesbitt to authorize the Transit Drivers to receive a 6% 0 increase in salary and receive any other benefits retroactive to January 1, 1983. Abstained, Plan. , RESOLUTION - OPPOSING Moved by Councilman Werner, seconded by Councilman THE STORAGE OR PROCESS- Karnick to adopt a Resolution opposing the storage or processing ING OF A HAZARSOUS of a Hazardous Waste Facility in the City of Hastings. WASTE FACILITY Moved by Councilman Trautmann, seconded by Councilman Pike to table the Resolution on the opposition of the Hazardous Waste Storage or Processing Facility until the February 7, 1983 regular City Council meeting. At which time the City Attorney will have a resolution drafted for the Councilts review. Ayes, 8.
