Hastings, Minnesota City Council Minutes November 5, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 5, 2012 at 7:00 p.m. in the
Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Slavik, Alongi, Nelson, Hollenbeck, & Schultz Councilmember
Balsanek arrived at 7:14 p.m. Staff Present: Assistant City Administrator Melanie Mesko Lee City Attorney Dan Fluegel Police Chief Paul Schnell Community Development Director John Hinzman
Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on October 15, 2012. Hearing none, the minutes were
approved as presented. Recognition of Hastings High School Marching Band State Championship Director Emily Chandler and several students were present. The Council congratulated them
on their recent championship. Youth Recycling Program Presentation by Waste Management Daryl Hoekstra presented a check to Boy Scout Troop #23, who indicated that they would use the
funds for environmental issues. Beyond the Yellow Ribbon Update The Council read a recent letter from Mayor Hicks recognizing November as Military Family Month. Dean Markuson provided
an update on upcoming events. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay
Bills as Audited 2. Resolution No. 11-01-12—Accepting a Donation to the Parks & Recreation Department from Loren Bauer of $600.00 for a Memorial Park Bench to be placed on a City Trail
3. Resolution No. 11-02-12—Accepting a Donation to the Parks & Recreation Department from Lisa Welch of $600.00 for a Memorial Park Bench 4. Resolution No. 11-03-12—Accepting a Donation
to the Parks & Recreation Department from several local business owners in the amount of $2,530.00 to be used towards the Halloween Party 5. Resolution No. 11-04-12—Accept & Express
Gratitude for a $250.00 Donation from the Hastings Lions Club to Support Youth Delinquency Prevention Efforts 6. 2012 GobbleGait 7. Residential Solid Waste and Recycling Collection Agreement

No. 11-08-12 and Resolution No. 11-09-12—Variance and OHDS Review #2012-42: Garage at 408 Ashland Street (Blake & Rebecca Kiernan) Hinzman introduced the item. The Planning Commission
recommended approval of all three items; staff recommended approval of OHDS and driveway variance; denial of sideyard setback. Moved by Councilmember Alongi, seconded by Councilmember
Nelson to approve the OHDS resolution as presented. 7 Ayes; Nays, None. Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the driveway variance resolution as
presented. 7 Ayes; Nays, None. There was discussion about the sideyard setback variance request. Moved by Councilmember Slavik, seconded by Councilmember Schultz to approve the sideyard
setback variance resolution with the Planning Commission’s recommendation. 7 Ayes; Nays, None. Resolution—Minor Subdivision #2012-43 – Bruce Jorgenson (1660 & 1654 Tierney Dr.) Hinzman
introduced the item. The Planning Commission recommended approval of the subdivision. There was discussion about the density on the proposed lots. Moved by Councilmember Nelson, seconded
by Councilmember Hollenbeck to approve resolution as presented. Roll Call Vote was taken. 3 Ayes; 4 Nays (Slavik, Alongi, Balsanek & Schultz). Motion did not pass. Resolution No. 11-10-12—Full
Type II Home Occupation Permit #2011-40: Photography at 1614 East 4th Street (Victoria Majeski-Litschke) Hinzman introduced the item and recommended approval. Moved by Councilmember
Alongi, seconded by Councilmember Slavik to approve the resolution as presented. 7 Ayes; Nays, None Presentation Summarizing the Police Fleet Management Initiative & Joint Fuel Purchasing
Collaboration between Dakota County Fleet Services & the City of Hastings Schnell and Kevin Schlangen from Dakota County provided background on the collaboration. Reports from City Committees,
Officers, Councilmembers: • Slavik provided an update on recent DCC Executive Committee activities • Alongi noted that HEDRA will meet on November 8 at 6:00 p.m. and an open house on
the Hudson redevelopment is tentatively scheduled for November 14. More details to follow • Election Day is Tuesday, November 6, 2012 • November 17 is Councilmember Hollenbeck’s birthday
• City offices will be closed on November 12 in observance of Veterans Day • The Parks & Recreation Commission is scheduled to meet at 6:00 p.m. on Tuesday, November 13 in the Council
