HomeMy WebLinkAbout20121015 - Minutes Hastings, Minnesota City Council Minutes October 15, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 15, 2012 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Slavik, Alongi, Balsanek, Nelson & Hollenbeck Members Absent: Councilmember Schultz Staff Present: City Administrator Dave Osberg Assistant City Administrator Melanie Mesko Lee Police Chief Paul Schnell Community Development Director John Hinzman Parks & Recreation Director Barry Bernstein Building Official Tom Bakken Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on October 1, 2012. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Hollenbeck, seconded by Councilmember Nelson to approve the Consent Agenda as presented. 6 Ayes; Nays, None. 1. Pay Bills as Audited 2. Resolution No. 10-08-12—Accepting a Donation to the Parks & Recreation Department from Pam Johnson of $600.00 for a Memorial Park Bench 3. Resolution No. 10-09-12—Accepting a Donation to the Parks & Recreation Department from Stephanie Rowh and Family of $300.00 for a Memorial Tree to be placed at the Hastings Civic Arena 4. Approve 2012 Infrastructure Improvements Assessment Abatement 5. Pay Estimate #5—2012 Infrastructure Improvements ($529,556.24) – Friedges Contracting, Inc. 6. Pay Estimate #4—Vermillion Trail & Underpass Connection ($31,857.78) – Blackstone Contractors, LLC 7. Pay Estimate #1—Block 16 Parking Lot Improvements ($68,836.35) – Pember Companies, Inc. 8. Change Order #2—Block 16 Parking Lot Improvements 9. Reject Bids—Malcolm Avenue Drainage Improvements 10. Agreement Regarding Sewer & Water Service Lines & Waiver of Procedural Irregularity & Assessment Appeal-Riverwood 11th Addition 11. Authorization for Crime Prevention Fund Expenditure to the Dakota County Drug Court City of Hastings October 15, 2012 City Council Minutes Page 2 of 2 Public Hearing-Ordinance Change: On-Site Sewer Ordinance Bakken introduced the item. The Public Hearing was opened at 7:05 p.m.; hearing no comments, the Public Hearing was closed at 7:05 p.m. Resolution-Minor Subdivision #2012-41 – 418 Vermillion St. Hinzman introduced the item. Moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve resolution as presented. 6 Ayes; Nays, None. Second Reading/Adopt Ordinance Amending—On-Site Sewer Ordinance Moved by Councilmember Alongi, seconded by Councilmember Balsanek to approve ordinance amendments as presented. 6 Ayes; Nays, None Wallin Park Ice Rink Lights Bernstein introduced the item and requested approval for the project to be completed in 2012. Moved by Councilmember Nelson, seconded by Councilmember Balsanek to approve the replacement with Musco Lighting at a cost of $19,963. 6 Ayes; Nays, None Reports from City Committees, Officers, Councilmembers: • Alongi requested consideration for a dedicated discussion about integrating arts into some part of the Hudson redevelopment project. • Slavik noted that the next DCC Executive Committee meeting will be on Thursday, October 18. • The Council wished Councilmember Schultz a happy birthday on October 21. • HPC Meeting on Tuesday October 16 at 7:00 PM in the Volunteer Room at City Hall • Planning Commission Meeting on Monday October 22 at 7:00 PM in the Council Chambers • Finance Committee Meeting (Danna Elling Schultz, Mike Slavik and Tony Nelson) will meet on Wednesday October 24 at 7:30 AM in the Volunteer Room at City Hall • The next City Council meeting will be Monday, November 5 at 7:00 PM Adjournment: Moved by Councilmember Alongi, seconded by Councilmember Slavik to adjourn the meeting at 7:17 p.m. 6 Ayes; Nays, None. __________________________ ____________________________________ Paul J.
