HomeMy WebLinkAbout20121015 - 20121001 CCMinutes Hastings, Minnesota City Council Minutes October 1, 2012 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 1, 2012 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota Members Present: Mayor Hicks, Councilmembers Slavik, Alongi, Balsanek, Nelson, Schultz & Hollenbeck Staff Present: City Administrator Dave Osberg Assistant City Administrator Melanie Mesko Lee Police Chief Paul Schnell Community Development Director John Hinzman Parks & Recreation Director Barry Bernstein Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the regular City Council Meeting on September 17, 2012. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Balsanek, seconded by Councilmember Alongi to approve the Consent Agenda as presented. 7 Ayes; Nays, None. 1. Pay Bills as Audited 2. Resolution No. 10-01-12—Appointing 2012 General Election Judges 3. Schedule a Special City Council Meeting on Thursday, November 8, 2012 at 7:30 a.m. to Canvass the Results of the November 6 General Election 4. Resolution No. 10-02-12—Approve 1-Day Gambling Permit for Oak Ridge Manor on November 17, 2012 5. Resolution No. 10-03-12—Approve 1-Day Gambling Permit for Hastings Softball Booster Club on February 16, 2013 6. Resolution No. 10-04-12—Approve Massage Therapy License for Kristina Caroveau (Dickenson/Birt) 7. Resolution No. 10-05-12—Approve Temporary Liquor License Amendment and Outdoor Music Request for Me & Julio’s for the Oktoberfest on October 6th and 7th, 2012 8. Resolution No. 10-06-12—Accepting a Donation to the Parks and Recreation Department from Steve Black of $600.00 for a Memorial Park Bench 9. First Reading/Order Public Hearing—Ordinance Amendment Relating to On-Site Sewer Ordinance 10. Declare Five DWI and/or Criminal Seizure Forfeiture Vehicles Surplus Property and Authorize for Public Sale 11. Grant Temporary Variance of Parking Restrictions for Regina Hospital Event on Sunday, October 21, 2012 12. Resolution No. 10-07-12—Approve Accepting Donation from Hastings Area Chamber of Commerce to the Hastings Police Department K-9 Program 13. Change Order #1—Block 16 Parking Lot 14. Approve Public Works Budget Line Item Transfer City of Hastings October 1, 2012 City Council Minutes Page 2 of 2 Hudson Redevelopment Update Hinzman introduced the item and provided background on the project, including potential future uses. The Council thanked Hinzman for the update. Mississippi River Boat Dock Dredge Project Bernstein introduced the item and requested approval for the project to be completed in 2012 at a cost savings of $3,200 over doing it in 2013. Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the request to complete the project this fall. 7 Ayes; Nays, None. Drug Task Force Update and Approval of Out of Classification Compensation Agreement Schnell introduced the item and provided an update on the drug task force. Schell requested authorization for Officer Schowalter to be assigned as a supervisor for the DCDTF. Moved by Councilmember Nelson, seconded by Councilmember Slavik to approve as presented 7 Ayes; Nays, None. Residential Solid Waste and Recycling Collection License Osberg introduced the item. There was significant discussion over the merits of each of the proposals, including the unique factors in each. Moved by Councilmember Schultz, seconded by Councilmember Alongi to award the license to Tennis Sanitation. Roll call vote was taken 6 Ayes; Nays, 1 Balsanek voting against Reports from City Committees, Officers, Councilmembers: • Alongi noted that the Operations Committee will be meeting re: lawn issues with a past reconstruction project • Alongi noted that he will be working with staff regarding lighting at Vet’s Park • Monday October 8, 2012; Planning Commission meeting at City Hall starting at 7:00 PM • Tuesday October 9, 2012; Parks and Recreation Commission meeting at City Hall starting at 6 PM • Thursday October 11, 2012; HEDRA meeting at City Hall starting at 6 PM • Monday October 15, 2012; next meeting of the City Council at 7 PM in the Council Chambers Adjournment: Moved by Councilmember Slavik, seconded by Councilmember Alongi to adjourn the meeting at 8:13 p.m. 7 Ayes; Nays, None. __________________________ ____________________________________ Paul J.
