Council Action Requested: Attached for Council approval is Change Order #2 for the 2012-3 Block 16 Parking Lot Improvements Project. This change order directs the contractor to change
the type of lighting being installed back to the original base bid unit items for Metal Halide lighting. Background Information: The City’s interpretation of bidding instructions in
regard to the alternate LED lighting items resulted in a $2,000.00 reduction to the original amount bid for the project (from $552,868.00 down to $550,868.00), whereas the lighting subcontractor’s
interpretation of the bidding instructions would result in a net effect of adding $7,550.00 to the original bid amount (from$552,868.00 up to $560,418.00). The lighting subcontractor
has gone on record as refusing to install the lighting under the City’s interpretation of these instructions. With an impasse to agreeing upon the interpretation of the bidding instructions
for the way in which the alternate LED lighting items count towards the contract bottom line, and in the interest of time in completing the installation, the City has decided to forego
any further negotiation of this issue an instead revert back to the original base bid concept of Metal Halide lighting fixtures. Financial Impact: This change order has a net effect
of adding back the $2,000.00 that was originally subtracted from the base bid at the time of contract award by virtue of the City’s interpretation of the bidding instructions. Thus far,
the estimated total impact of change orders on this project amount to an increase of $1,076.00, or about 0.20% of the original contract value. 2012 Infrastructure Improvements Change
