M. in the Council C11ambers of the City Hall. Members present: Councilmen Trautmann, Trutna, Kulzer, Stoffel, Shannon, Karnick, Legler, and Mayor Petersen. Members absent: Councinnan Collins. The Minutes of the meeting of December 1, 1980 were approved with the following correction. To add the sentence "to include the issues of Street names and roadway easements" to the rrotion approving the River's Edge Plat and Development Contract, passed at the December 1, 1980 meeting of the Council. Moved by Councinnan Shannon, seconded by Councilman Trautmann to pass the first reading of the amendment to the sign ordinance, as indicated in the Planner I s meno of December 5th and 10th, and to call for a public hearing on January 19, 1980 at 7:30 P.M. in the Council C11ambers of the City Hall. River Court to Briarwood Court South Parkway to Ri verwood Drive Parkway Court to Ri verwood Court River's Drive to Pepperwood Drive 1ST READINJ AMENUmNr SIGN ORDINANCE CAlL FOR PUBLIC HEARING APPROVE STR.EE.T NAME CHAN}ES RIVER' EIXJE DEVELOPMENT John Kranz, representing the Hastings Sanitary Disposal APPROVE INCREASE IN infonned the Council that the 50<; per rronth increase on residen- REFUSE RATES tial rates approved by the Council in 1979 would go into effect January 1, 1981. He also requested an additional 50<; per rronth increase be approved for 1981. Mr. Kranz stated that the addi- tional increase would be implemented if and when increased costs warranted it. Moved by Councilman Trutna, seconded by Councinnan Truatmann to approve the 50<; per rronth rate increase requested. Ayes, 7; Nayes, none. Moved by Councilman Karnick, seconded by Councilman Kulzer to adopt resolution #77-80 awarding the bid for one pick- up truck for the Engineering Department to 0' Brien C11evrolet- Cadillac, Inc. in the aIIDunt of $6,807.00. Moved by Councilman Karnick, seconded by Councilman Kulzer to adopt resolution #78-80 awarding the bid for one pick- up truck for the Parks Department to 0' Brien C11evrolet-Cadillac, INc. in the aIIDunt of $7,080.00. Moved by Councilman Shannon, seconded by Councilman Stoffel to call for a public hearing on January 19, 1980 at 7: 40 p. m. to consider using $16,000 of 1981 Federal Revenue Sharing Funds for the purchase of a Rescue Vehicle for the Fire Dep 't. The aIIDunt of $16,000 is needed to match the Emergency Medical Services System allocated amount of $16,000. Ayes, 7; Nayes f none. Moved by Councilman Trutna, seconded by Councilman Legler to defer the proposed amendment regarding stand-by pay, to the meeting of the new Council on January 5, 1981. Ayes, 7; Nayes, none. Moved by Councilman Stoffel, seconded by Councilman Shannon to approve the Cable T.v. Consultant Services Agreement between the City of HastingS and Anita Benda, 1403 Jefferson Avenue, St. Paul, MN., subject to the City Attorney's review and approval of said Agreement. Moved by Councilman Legler, seconded by Councilman Kulzer to accept the resignation of Jim Maher, Assistant Fire Chief, as a full time employee of the City, effective January 1, 1980. Also, to approve the payment of 50% of acclJIlUlated sick leave, waiving the ten year employment requirement. Ayes, 7 ; Nayes, none. Moved by Councilman Trautmann, seconded by CounciJman Kulzer to pass resolution #81-80 opposing the re-allocation of Fire State Aid to any purpose other than presently mandated. Ayes, 7; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Stoffel to approve the appointment of Nicholas Wasylik to the position of Police Sergeant for the City of Hastings, effective Decenber 15, 1980, at the current Police Sergeant salary.
