HomeMy WebLinkAbout11-03-80 ,--. ,--. i ,--. 320 Hastings, Minnesota November 3, 1980 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, Noverri:>er 3, 1980 at 7:30 P.M. in the Council Chani>ers of City Hall. Meni>ers present: Councilmen Trautmann, Trutna, Kulzer, Stoffel, Shannon, Karnick, Collins, Legler, and Mayor Petersen. Members absent: None. The Mayor called for additions or corrections to the minutes of the meeting of October 20, 1980 and hearing none declared the minutes approved as read. The Mayor opened the public hearing at 7:30 p.m. to PUBLIC HEARING MNjoor consider the amendment to the Zoning Ordinance, Section 10.21 - ZONING ~ TRUCK PI Public Institution, Subdivision 2. Uses Penni tted. The legal GARAGE notice of the hearing was read into the record. A resident of the Veterans Harne presented the Council with a Petition opposing the Highway Maintenance garage being builtin their area. Another Petition was presented by citizens objecting to the garage being located at the Veterans Horne site, due to the effects on the natural surroundings of this beautiful area. Tan Reuter also gave cooments against this highway garage being located at the Veterans Horne site. The Mayor after giving everyone an opportunity to speak who wished. to do so, closed the hearing at 7: 35 p.m. Moved. by Councilman Trautmann, seconded by Councilman Shannon to table the 2nd reading of the ordinance amendnent regarding the MN /oor Garage to the meeting of November 17, 1980. Ayes, 7; Nayes, none. TABLE MN/rJJr GARAGE ISSUE TO 11-17-80 Moved by Councilman Trautmann, seconded by Councilman CALL PUBLIC HEARING Shannon to call for a public hearing on the amendment to the Zoning ordinance with reference to the MNjIXYr Truck Garage, on Monday, Noveni>er 17, 1980 at 7: 30 p.m. also to have the first reading of the amendment to the Zoning Ordinance on the 17th of Noveni>er. Ayes, 7; Nayes, Legler. Moved by Councilman Trautmann to pass the 2nd reading of the amendment to the Zoning Ordinance to rezone fran R-l to R-3 the South side of W. 12th St. West of Pleasant Drive. Motion fails for lack of a second. MJI'ION FAIlB TO REZONE LACK OF SECOND Moved by Councilman TrautmanJ;1, seconded by Councilman Stoffel to hold over to the meeting of Novanber 17, 1980 the rezoning request of Hastings Construction Canpany, to rezone from R-l to R-3 the south side of West 12th St. West of Pleasant Dri ve. Ayes, 7; Nayes, Trutna. HOlD OVER ZONING ~T 'lD 11-17-80 Moved by Councilman Stoffel, seconded by Councilman 1ST READIID - REZOOE Trautmann to pass the first reading of the amendment to the SPIRAL BAIL PARK Zoning ordinance to rezone the Spiral Ball Park property, recently purchased by Joe O'Brien Chevrolet, to a C-2 zoning classification for an autOlIDtive dealership. Also, to call for a public hearing on the rezoning on Monday, NovaDJer 17, 1980 at 7: 30 p.m. in the Council O1ambers. Ayes, 8; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Stoffel to approve the grading plan for part of Sontag's 2nd Addi tion, with the follcming stipulations. Ayes, 8; Nayes, none. 1. The establishment of pennanent drainage easements on l.Dts 24, 12, and 13, to insure that the drainage pattern is maintained. 2. It should be understood that before bui:w.ng pennits will be issued for these lots, the site plan for the building pennit shall daoonstrate that the house elevations and fine grading are canpatible with this grading plan. Moved by Councilman Stoffel, seconded by Councilman Trautmann to authorize the advertisement for bids for one DtJnp Truck and one Pick-up Truck for the Street Dept. Bids to be opened at 10:00 a.m. on NovaIi:>er 28, 1980 and awarded at the Council meeting on Monday, Decenber 1, 1980. Ayes, 8; Na~es, none. Moved by Councilman Kulzer, seconded by Councilman Trutna to pass the first reading of the proposed ordinance for licensing and bonding of contractors. At>ved by Councilman Legler, seconded by Councilman Collins to table the issue of licensing and bonding contractors to the meeting of Novanber 17, 1980. Ayes, 8; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Stoffel to adopt resolution #67-80 calling for a public hearing on Monday, Decanber 1, 1980 at 7: 30 p.m., in the Council Chanbers of City Hall, to hear and pass on any objections to the proposed assessments for 1980 Street & Utility Improvements.
