The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, Noverri:>er 3, 1980 at 7:30 P.M. in the Council Chani>ers of
City Hall.
Meni>ers present: Councilmen Trautmann, Trutna, Kulzer, Stoffel, Shannon,
Karnick, Collins, Legler, and Mayor Petersen.
Members absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of October 20, 1980 and hearing none declared the minutes approved as
read.
The Mayor opened the public hearing at 7:30 p.m. to PUBLIC HEARING MNjoor
consider the amendment to the Zoning Ordinance, Section 10.21 - ZONING ~ TRUCK
PI Public Institution, Subdivision 2. Uses Penni tted. The legal GARAGE
notice of the hearing was read into the record. A resident of
the Veterans Harne presented the Council with a Petition opposing
the Highway Maintenance garage being builtin their area.
Another Petition was presented by citizens objecting to the garage
being located at the Veterans Horne site, due to the effects on the
natural surroundings of this beautiful area. Tan Reuter also gave
cooments against this highway garage being located at the Veterans
Horne site. The Mayor after giving everyone an opportunity to speak
who wished. to do so, closed the hearing at 7: 35 p.m.
Moved. by Councilman Trautmann, seconded by Councilman
Shannon to table the 2nd reading of the ordinance amendnent
regarding the MN /oor Garage to the meeting of November 17, 1980.

Shannon to call for a public hearing on the amendment to the
Zoning ordinance with reference to the MNjIXYr Truck Garage, on
Monday, Noveni>er 17, 1980 at 7: 30 p.m. also to have the first
reading of the amendment to the Zoning Ordinance on the 17th of
Noveni>er. Ayes, 7; Nayes, Legler.
Moved by Councilman Trautmann to pass the 2nd reading
of the amendment to the Zoning Ordinance to rezone fran R-l to
R-3 the South side of W. 12th St. West of Pleasant Drive. Motion
fails for lack of a second.

rezoning request of Hastings Construction Canpany, to rezone
from R-l to R-3 the south side of West 12th St. West of Pleasant
Dri ve. Ayes, 7; Nayes, Trutna.

Trautmann to pass the first reading of the amendment to the SPIRAL BAIL PARK
Zoning ordinance to rezone the Spiral Ball Park property, recently
purchased by Joe O'Brien Chevrolet, to a C-2 zoning classification
for an autOlIDtive dealership. Also, to call for a public hearing
on the rezoning on Monday, NovaDJer 17, 1980 at 7: 30 p.m. in the
Council O1ambers. Ayes, 8; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Stoffel to approve the grading plan for part of Sontag's 2nd
Addi tion, with the follcming stipulations. Ayes, 8; Nayes, none.
1. The establishment of pennanent drainage easements on
l.Dts 24, 12, and 13, to insure that the drainage pattern is maintained.
2. It should be understood that before bui:w.ng pennits
will be issued for these lots, the site plan for the building pennit
shall daoonstrate that the house elevations and fine grading are
canpatible with this grading plan.
