M. in the Council Chambers of the City Hall. MEmbers present: Councilmen Trautmann, Trutna, Kuzler, Stoffel, Shannon, Karnick, Collins, Legler, and Mayor Petersen. Members absent: None. The Mayor called for additions or corrections to the minutes of the meeting of Septanber 2, 1980 and hearing none q,eclared the minutes approved as read. The Mayor called for additions or corrections to the minutes of the special meeting of September 10, 1980 called to canvass the returns of the Primary Election held on September 9, 1980 and hearing none declared the minutes approved as presented. Moved by Councilman Shannon, seconded by Councilman APPROVE SPECIAL USE Kulzer to approve the special use permit for auto repair at HASTIN:1S WEIDING 1630 Vermillion Street and to consider Mr. Menard's proposed small scale welding repair to fit in with the definition of repair uses permi tted in the C-3 zoning district. Ayes, 8; Nayes, none. Moved by Councinnan Stoffel, seconded by Councilman Kulzer to approve the special use permit for Don Olson, at 816 W. 11 th Street to convert the hane at the above address for use as a two family dwelling. Ayes, 8; Nayes, none. Moved by Councilman Kulzer, seconded by Councilman Trautmann to approve the variance request of Calvary Baptist Church relating to sign size requirenents being larger than allowed in the ordinance. Ayes, 5; Nayes, Trutna, Stoffel, Karnick. Motion failed for lack of 6 votes needed. Moved by Councinnan Stoffel, seconded by Councinnan Legler to reconsider the variance request fran the Calvary Baptist Church. Ayes, 3; Nayes, Trautmann, Trutna, Shannon. Ifarnick, Collins. Motion fails. Moved by Councilman Trautmann, seconded by Councilman Stoffel to reppprove the preliminary plat of Bauer View Addition, because the final plat had not been filed within the required one year period, also to approve the final plat of Bauer View Addition conditioned upon the payment of the park dedication fee, the interceptor sewer fees, and that the City I s copy of the final plat contains total plat acreage and individual lot square footage. Ayes, 8; Nayes, none. Moved by Councilman Karnick, seconded by Councilman Stoffel to grant the issuance of a building permit and approve the use of an addition to an existing garage for Albert Ehrick, 400 E. 5th Street. Ayes, 8; Nayes, none. P & P RAIlROAD RESOLUI'ION #58-80 WARNING SYSTEM REFERENDUM Moved by Councilman ~gler, seconded by Councilman Trutna to deny the request of the Chicago, Milwaukee, St. Paul and Pacific Railroad for a well permit. Ayes, 5; Nayes, Trau1mann, Kulzer, Stoffel. Councilman Legler introduced the following resolution and moved its adoption: RESOUJTION CAlLING FOR AN ELECI'ION ON $50 ,000 GENERAL OOLIGATION OONOO OF 1980, SERIES B BE IT RESOLVED by the City Council of the City of Hastings, Minnesota, as follows: 1. '!his Council has investigated the facts and does hereby find, detennine and qeelare that it is necessary and expedient to issue bonds to finance the acqui ti tion and bettennent of the siren warning system in the City. 2. The proposi tionof authorizing the issuance of $50,000 General {])ligation Bonds of 1980, Series B for said purpose shall be submitted to the qualified electors of the City at a special election to be held on November 4, 1980. Said election shall be held between the hours of 7:00 a.m. and 8:00 p.m. The polling places shall be in the City of Hastings, Minnesota at the places noted in the Notice of Election set forth below. 3. The Clerk-Treasurer is hereby authorized and directed to post and publish according to law a Notice of Election, and to prepare ballots for use at said election, which notice and ballot shall be in substantially the following fonn: NarICE OF SPECIAL ELECI'ION NarICE IS HEREBY GIVEN that a special election will be held in and for the City of Hastings, Dakota and Washington Counties, Minnesota, on Noveni:>er 4, 1980 between the hours of 7:00 a.m. and 8:00 p.m. at which time the following question will be submitted: "Shall the City of Hastings be authorized to issue its negotiable coupon general obligation bonds in an aroount not to exceed $50,000 to finance the acquisition and bettennent of the siren warning system in the Ci ty?" The motion for the adoption of the foregoing resolution was duly seconded by Councilman Kulzer, and upon a vote being taken thereon, the following voted in favor thereof: Trutna, Kulzer, Karnick, Collins, Legler. and the following voted against the same: Trautmann, Stoffel, Shannon.
