HomeMy WebLinkAbout08-18-80 Hastings, Minnesota August 18, 1980 287 The City Council of the City of Hastings, Minnesota met in a regular nreting on Monday, August 18, 1980 at 7:30 P.M. in the Council Chambers of the Ci ty Hall. Members present: Councilmen Trau1mann, Trutna, Kulzer, Stoffel, Shannon, Karnick, Collins, lBgler and Mayor Petersen. Manbers absent: None. The Mayor called for corrections or additions to the minutes of the -- meeting of August 4, 1980 and hearing none declared the minutes approved as read. The Mayor called for corrections or additions to the minutes of the rreeting of August 7, 1980 and hearing none declared the minutes approved as read. The Mayor opened the public hearing regarding the proposed disposal of Part of Lot 16, Auditor's Subdivision #9 at 7:32 P.M. The legal notices of the hearing were read into the record. No one appeared for or against the proposed dis- posal of this land. '!he Mayor closed the public hearing at 7:35 P.M. -- Moved by Councilman Shannon, seconded by Councilman Stoffel to declare that part of Lot 16, Aud. Sub. #9 ccmnencing S . RESOImION CAILINJ FOR AN ELECI'ION ON $325,000 GENERAL OOLIGATION BCNDS OF 1980 Councilman Shannon introduced the follONing resolution and moved its adoption: BE IT RESOLVED by the City Council of the City of Hastings, Minnesota, as follows: PUBLIC HEARINJ KITZMAN PROPERTY DEClARE CI'fY_ PROPEmY EXCESS lAND AUIHORIZE EXCHANGE ON PROPEmY TO KITZMAN RESOUJrION #52-80 1. This Council has investigated the facts and does hereby find, determine and declare that it is necessary and expedient to acquire addi tional land and construct improvements as an addition to the City Library. 2. '!he proposition of authorizing the issuance of $325,000 General ())ligation Bonds of 1980 for said purpose shall be submitted to the qualified electors of the City at a special election to be held on November 4, 1980 . Said election shall be held between the hours of 7: 00 a .m. and 8: 00 p.m. '!he polling places shall be in the City of Hastings, Minnesota at the places set forth in the Notice of Election set forth belON. 3. Moved by Councilman Kulzer, seconded by Councilman Trutna to table, to a later date, any action on enforcing the list of non-conforming signs to comply with the order issued in 1974. That the Council approve the extension of sanitary sewer and watermains by the o.vners, provided that these improvanents be made according to the City of Hastings plans and specifications, in the manner prescribed by Hastings City Staff. 2. That a performance bond or escrow account be provided to assure the completion of those utilities in the manner prescribed. 3. That the Council refer to the Planning Cam1ission consideration of a variance to 10.02, Subdivision 13 of the City Code requiring an improved street. 4. That existing and proposed contours of not greater than two foot intervals sho.ving the lot and surroundihg' 'areas sufficiently to deroonstrate the positive drainage of the site before any building permit will be issued. 5. The recordable minor sUbdivision document shall indicate that this approval does not exempt the property from future special assessments against the property for public improvanents.
