The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, June 16, 1980 at 7: 30 P. M. in the Council C11ambers of the
Ci ty Hall.
MenDers present: Councilmen Trautmann, Trutna, Kulzer, Stoffel,
Shannon, Karnick, Legler, and Acting Mayor
Councinnan Collins.
Members absent:
Mayor Petersen.
Councilman Collins, Acting Mayor, presided over the metting in the
absence of Mayor Petersen.
Actor Mayor Collins called for additions or corrections to the
minutes of the meeting of June 2, 1980 and hearing none the minutes were
approved as presented.
Acting Mayor Collins opened the public hearing called
to consider the proposed project, H.H. Partnership (Haven Hanes)
and the issuance of Industrial Developnent Revenue Bonds to
finance the cost of the project at 7:35 p.m. The legal notices
of the public hearing were read into the record' by the City
Administrator. Haven Hares Partnership, consisting of Dr. Eckes,
Dr. Nelson, Donald Harris, Rev. Fair, their Attorney and Bonding
Canpany representative were present at the meeting. A review of
the proposal was presented to the Council. Everyone who wished
was given the opportunity to speak on the subject. The Acting
Mayor closed the public hearing at 8:05 p.m.
Moved by Councilman Trautmann, seconded by Counci1man
Shannon to adopt resolution #39-80 relating to the authorization
and issuance of Revenue bonds of the City for the purpose of
financing the Haven Hanes Partnership proposal and authorizing
the application by the City to the Minnesota Commissioner of
Securities and execution of a Merrorandum of Agreenent. Ayes, Trutna,
Trautmann, Kulzer, Stoffel, Shannon; Nayes, Karnick, Legler,
Collins. Motion carried. Copy of resolution on file in City
Administrator office.

Acting Mayor Collins opened the public hearing to PUBLIC HEARIKJ AMEND-
consider amending certain sections of the Flood Plain Ordinance MEmS TO FI1XD PlAIN
at 8: 15 p.m. The legal notices of the hearing were read into ORDINANCE
the record, the hearing had been properly called. No one appeared
for or against the proposed amendments. The public hearing was
closed at 8:18 p.m.
Moved by Councilman Karnick, seconded by Councinnan
Kulzer to pass the second reading on the amendnents to the
Flood Plain Ordinance, as presented in the Planner's merro dated
June 13, 1980, and May 30, 1980 . Ayes, 8; Nayes, none.
Moved by Councinnan Kulzer, seconded by Councinnan
Shannon to accept the Canprehensi ve Drainage Plan and the Can-
prehehsi ve Sewer Plan with final adoption to take place the same
time the Ccmprehensi ve Plan is adopted in its entirety. Ayes, 7 ;
Nayes, none. CounciJman Stoffel was absent fran the C11ambers
when vote was called.
Moved by Counci1man Kulzer, seconded by Councilman
Trautmann to approve the hane occupation permit for Mark Redding,
1830 Manor Lane to use part of his residence for an office for
his construction business. Ayes, 8; Nayes, none.
Moved by Councilman Stoffel, seconded by Councilman
Trutna to adopt resolution #40-80 which would allow a five month
extension of time for submittal of the Canprehensive Plan update
to the Metropolitan Council. Ayes, 8; Nayes, none.

Trutna to amend the IOOtion to read: to deny the request for a
Used Car operation at 1904 Vermillion Street as per the recannen-
dation of the Planning Coomission, but to delete that part of the
recannendation which would allON the applicant 90 days to obtain
a letter of intent from an automobile manufacturer relative to
granting a new car franchise. Ayes, 8; Nayes, None.

Trutna to adopt resolution #4l~80 setting the public hearing for
the Southwest Ponding Basin Assessments for August 4, 1980 at
7: 30 p.m. '!he hearing will be held at the National Guard Anoory,
3050 Hwy #316, Hastings, Mn. The City Staff is also directed to
prepare the assessment role based on 2JYfo of the total cost of
the project being assessed to the beIlfBfi ted property. The remaining
cost of the project will be subject to a Citywide levy.
Counci1men Shannon and Stof'fel argued that 30% should be assessed

Moved by Councilman Stoffel, seconded by Councilman
Trautmann to approve the change order decreasing the contract
price in the azoount of ~, 690 .89,' due to revisions submitted
by NewMech Canpany on the. Southwest Ponding Basin Project.

Shannon to adopt the By-Laws of the Hastings Fire Relief

Trutna to appoint Gregory Swanson, 512' W. 5th Street, to the
Natural Resource Coomission, to fill the unexpired term of
Siegling Terrell. Term to expire 12/31/80. Ayes, 7;

at the Fire Department during the absence of Mary Richmond, as a

of Dakota County to petition the Governor of the State of Minnesota
