The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, June 2, 1980 at 7: 30 P. M. in the Council Chambers of the
Ci ty Hall.
Manbers present: Councilmen Trautmann, Kulzer, Stoffel, Shannon,
Legler, and Mayor Petersen.
Manbers absent: Councilmen Trutna, Karnick, Collins.
The Mayor called for additions or corrections to the minutes of the
meeting (Board of Equalization) of May 19, 1980 and hearing none declared the
minutes approved as read.
The Mayor called for additions or corrections to the minutes of the
meeting of May 19, 1980 . The minutes were approved with the following revisions.
To delete the word "temporary" fran the marginal heading on the motion regarding
the issue of a Used Car business to be referred to the Planning Camlission; and
to delete the word "additional" fran the motion to hire a policeman for the
Police Department, it is not an additional man but a replacEment on the force.
The Mayor opened the public hearing to consider the PUBLIC HEARING-LOUIS
proposed sale of that part of Maurice Zweber Addition, Outlot A, LANE NCRTI:I OF 19'ffi ST.
generally located as land lying between a northerly extension of
louis Lane, north of 19th Street and the Country Club golf course
to the west, at 7:34 p.m. The legal notices of the Hearing were
read into the record by the City Administrator. '!\vo petitions
were presented to the Council opposing the developnent of this area
for residential building. The Mayor gave everyone who wished to speak
an opportunity to do so, after which he closed the public hearing at
7:37 p.m.
Moved by Councilman Trautmann, seconded by Councilman
Shannon to pass a resolution declaring that part of Maurice
Zweber Addition, Outlot A, generally located as land lying be-
tween a northerly extension of lDuis Lane, north of 19th Street
and the Country Club golf course to the West, is no longer needed
for City purposes, and that the City Council finds that the
public interest requires that the above described property be
disposed of. Ayes, 5; Nayes, none.
Moved by Councilman Kulzer, seconded by Councilman
Stoffel to pass the first reading of the Amendments to the Flood
Plain Ordinance as presented to the Council by the City Planner,
in his mana dated May 30, 1980. Also, to call for a public
hearing on the proposed amendments for June 16, 1980 at 7: 30 p.m.
in the Council Chanbers of the City Hall. Ayes, 5; Nayes, none.
Moved by Councilman Legler, seGonded by Councilman
Stoffel to approve the following listed lquor licenses for the
year 1980-1981, to include On-Sale; Off-Sale; Sunday On-Sale;
Club On-Sale; and Wine. Ayes, 5; Nayes, none.

Shannon that the City Attorney and City Staff prepare a policy
for liquor law violations, giving a warning for a first violation,
a 5 day suspension for second violation,aand revocation of the
license on third violation. Upon the recannendation of the
Assistant City Attorney the rootion was amended to read: the City
Staff be directed to formulate and present to the City Council
recarmended policies and procedures to be followed for liquor
