The City Council of the City of Hastings, Minnesota met in a regular
meeting on Tuesday, March 18, 1980 at 7:30 P.M. in the Council Chambers of the
City Hall.
MEmbers present: Counci1men Trautmann, Trutna, Stoffel, Shannon,
Kulzer, Karnick, Collins, Legler and Mayor
Petersen.
Merri>ers absent:
None.
The Mayor called for additions or corrections to the minutes of the
meeting of February 15, 1980 and hearing none declared the minutes approved.
The Mayor called for additions or corrections to the minutes of the
meeting of March 3, 1980 and hearing none declared the minutes approved.
The Mayor opened the Public Hearing to consider the PUBLIC HEARIN:J 1980
1980 Street & Utility Improvements at 7:35 P.M. The legal notice STREET & UTILITY
of the Hearing were read into the record by the City Administra- IMPROVEMENTS
tor, the public hearing had been properly called. The Mayor
turned the public hearing over to the City Engineer, who explained
that each project would be reviewed individually as listed in the
Feasibili ty Report. No action would be taken regarding the
setting the date for advertisement of bids until more information
was available regarding the municipal bonding market. The City
Engineer proceeded to explain the following Petitioned Projects:

A Petition from the property owners on 25th Street, between
Cannon Street and T .H. 61, was presented to the Council, requesting their
properties not be included in the proposed improvements.
Moved by Councilman Trutna, seconded. by Councilman
Legler to include the following listed projects in the 1980
Street & Utility Program, and order final plans and specifica-
tions. Ayes, 8; Nayes, none.

the 1980 Improvements. Ayes, 8; Nayes, none.
The City Engineer then proceeded with the Non-Petitioned
Projects. As each project was reviewed the Engineer called for
carments or questions. A Petition was presented objecting to the
Cannon Street Improvements, citing lack of benefits to the property
and high cost of assessments.

to defer all of the five listed projects for further study.

After everyone had been given 'the opportunity to be heard
with reference to the 1980 Street & Utility Improvements the Mayor
closed the Hearing at 9:05 P.M.
Moved by Counci1man Kulzer, seconded by Councilman Stoffel
to adopt Resolution #20-80 as follows: That the City of Hastings
agrees now, (assuming the traveled street is located South of said
33 ft. strip) that at such time as the Metropolitan Waste Control
Commdssion acquires title to Lots 5 through 8, Block 107, town of
Hastings, the City will grant MWCC a pennanent easement over and
across the North 33 ft. of Second Street existing imoodiately South
of and adjacent to said lots, subject to the continuance of all
existing rights possessed by existing Utili ties, both public and
private; and, the City Council will process a Street Vacation of
said easement property, which MWCC will petition for upon acquiring
title to Lots 5 through 8, Block 107, Town of Hastings.

I..egler to award the bid for the purchase of a tractor
for the Street Department to the lowest Bidder meeting all speoi-
fications, Bahl's Motor & TImplement, Inc. Bid price of $14,973.

Moved by Councilman Trautmann, seconded by Councilman
Kulzer to award the bid for the purchase of three police cars
for the Police Department to the 100 Bidder, Bahl' s Motor and
Implement, Inc. Bid price of $22,944.93. Resolution on file.

Moved by Councilman Trautmann, seconded by Councilman
Trutna that the City Council accepts the recommendation of the
Planning Commission that the advertisement for the sale of the
Spiral BallPark property contain the following provisions: The
City Council will, if requested, rezone the property to an in-
dustrial zoning classification, or to a C-2, Highway-Auto
Specialized Commerce Zoning classification which would allow the
property to be used for highway oriented eating places, au taro-
bile service stations, auto repair shops, car wash and motels.
The Council has also indicated a willingness to issue a C-2
Special Use Permit for the uses of farm implement sales, auto and
truck dealerships and building materials sales. Other highway
oriented or general retail commercial uses will not be permitted.

Shannon to approve the 2nd reading of Ordinance #109 which will
correct the erroneous numbering of previously passed ordinances.

I..egler to certify to the Dakota County Auditor, for collection
by assessment, the cost for renx:>val of the building located on
the East 2/3 of Lot 1, Block 14, Town of Hastings (old Sieben

Moved by Councilman Kulzer, seconded by Councilman
Stoffel to accept the resignation of Clarence Ratty from the
Volunteer Fire Dept. of the City. Ayes, 8; Nayes, none.

Stoffel to accept the quote of $2,450.00 subrrdtted by Dwyer &
Associates, Inc. to do the survey at the Veterans Home Park.

Superintendent, noting his retirement effective June 28, 1980
as a City employee. The Council expressed their thanks to

Collins that the employment contract for Edward Kranz, City
Adninistrator, be approved with a 8.5% increase in salary, and
a mileage allonanee of $200.00 per rronth.
Moved by Councilman Shannon, seconded by Councilman
Trautmann to amend the rrotion to read: the contract to be
approved with a 7.5% increase in salary. Ayes, Trautmann,
Stoffel, Shannon; Nayes, 5. Motion defeated.
The vote was called on the original rrotion, to approve
the employment contract for the City Administrator with a 8.5%
increase in salary, and a mileage allonance of $200.00 per
month. Ayes, 6; Nayes, Trautmann, Shannon.
Moved by Councilman Stoffel, seconded by Councilman
Kulzer to pay all bills as audited. Ayes, 8; Nayes, none.
Moved by Councilman Kulzer, seconded by Councilman
Stoffel that the City Council arrange a meeting with the manbers
of the Tonn Boards. The purpose of the meeting is to inform the
Tonn Board members exactly what the City's position is on the
Rural Fire Contract.

Trutna to limit debate and call the question. Ayes, 6;
Nayes, Karnick, Collins.
The Mayor called for the vote on the rrotion tba t the
Ci ty Council arrange a meeting with the members of the Tonn
Boards. The purpose of the meeting is to infonn the Tonn Board
members exactly what the City's position is on the Rural Fire
Contract. Ayes, 7; Nayes, Legler.
Councilman Legler left the meeting at this t~e.
Moved by Councilman Shannon, seconded by Councilman
Trautmann to adopt resolution #24080 authorizing the advertising
for bids for the Southwest Ponding Pumping Station and Stonn
Sewer Drainage work. Bids to be opened on May 1, 1980 at 10:00
a.m. and considered for award at the Council meeting of May 5,
1980 . Ayes, 7; Nayes, none.
Moved by Councilman Karnick, seconded by Councilman
Collins to adjourn the meeting at 10:45 P.M. Ayes, 8; Nayes,
