The City Council of the City of Hastings, Minnesota met in a regular
rreeting on Monday, March 3, 1980 at 7: 30 P. M. in the Council Chambers of the
Ci ty Hall.
Members present: Councilmen Trautmann, Trutna, Kulzer, Stoffel,
Shannon, Karnick, Collins, Legler, and Mayor
Petersen.
Members absent:
None.
The Mayor called for additions or corrections to the minutes of the
meeting of February 19, 1980 and hearing none declared the minutes approved
as presented.
A rooment of silence was observed in honor of past Mayor-Councilman
Evarist Rotty who passed away on February 29, 1980 .
The Mayor opened the public hearing on the proposed
sale of Lot 24 and that part of Lot 25 not platted as Franz-
meier's First Addition, Auditor's Subdivision #11 (Old Dump site
W. 18th St.) at 7:30 P.M. The City Administrator read the
legal notices of the Hearing into the record. The rreeting was
opened to the public. A petition was presented to the City Council,
signed by approximately 173 property owners surrounding the area,
requesting the Council to consider development of a park in this
area rather than sell the land for housing developnents. Ed Scham,
Donald Hallberg, Margaret Hagen, Dennis O'Melia, and DeLoss Thue
were aIIDI1g those who spoke requesting that this land be designated
as a park for the residents in this part of the City. Everyone
was given the opportunity to address the Council after which the
Mayor closed the Hearing at 7: 50 P. M.
Moved by Councilman Shannon, seconded by Councilman
Stoffel that the Natural Resource ~ssion take a look at
this W. 18th Street property and come back to the Council with
a recarmendation. Ayes, 8; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to direct the Staff to prepare an application to the
U.S. Departrrent of Interior to designate the trail in Vermillion
Falls Park part of the National Recreation Trail Systan as per
the maro fran Paul Burns, dated March 3, 1980. Ayes, 8;
Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Shannon to table the second reading of the ordinance on
Anhydrous Ammonia storage within the City indef1nitly. Ayes, 8;
Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Legler to pass the first reading of Ordinance #109 which will
correct the erroneous numbering of previously passed ordinances.
Ayes, 8; Nayes, none.
Moved by Councilman I..egler, seconded by Councilman
Stoffel to authorize the advertisement for bids for a tractor
for the Street Department. Bids to be opened on March 14, 1980
at 10:00 a.m. and considered for award at the Council meeting of
March 18, 1980 . Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Legler to have a Cable Television Advisory Committee comprised
of three maIiJers, one fran the School District, one fran the
Chanber of Coomerce and one fran the City Council, with the City
Administrator as an ex-officio meniJer. The cannittee is to
determine if there is a need for Cable Television within the City,
and if there is a need, determine the Service Area. Ayes, 8 ;
Nayes, none.

to be sold. The Council requests a recaIlIlendation from the Planning
Cannission for the next meeting of the Council, March 18, 1980.

NR.RC PREPARE REPORT 00 Moved by Councilman Stoffel, seconded by Councilman
REFORESTATION Trautmann to direct the Natural Resource Coomission to prepare
a Reforestation Program, with detailed guidelines regarding what
kind of trees and where each should be planted. Ayes, 8 ;

CALL FDR PUBLIC HEARING Moved by Councilman Trutna, seconded by Councilman
CLa3E ROAD 'lliROUGH Kulzer to call for a public hearing on Monday, April 2, 1980

Representative Harry Sieben, Jr., Chairman of the House
Tax Cannittee, was present at the meeting to speak to the Council
on legislative bills before the House which could be of interest
to the City. He stated the biggest concern of Cities today is
Bonding. Representative Sieben also addressed the Levy Limitation
law, State Highway financing, and the Metropolitan Transit
Cannission. Many other itEmS were also discussed with the Council.
