HomeMy WebLinkAbout02-19-80 -- I ID4 Hastings, Minnesota February 19, 1980 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, February 19, 1980 at 7: 30 P. M. in the COlillCil O1anbers of the City Hall. Ment>ers present: CoilllCi1men Trutna, Stoffel, Shannon, Karnick, Collins, legler, and Mayor Petersen. Merrt>ers absent: Coilllci1man Trautmann and Kulzer. The Mayor called for additions or corrections to the minutes of the meeting of February 4, 1980 and hearing none declared the minutes approved as presented. The Mayor opened the public hearing to hear and pass on all objections, if any, to the proposed assessments for the 1979 construction at 7:32 p.m. The legal notices of the hearing and notice of mailing were read into the record by the City Adninistrator, thus the public hearing was properly called. The Mayor turned the meeting over to the City Engineer, who explained each project, what was done and the cost per area or front foot. Everyone in the audience was given the opportillli ty to be heard as each project listed was reviewed; The 'Mayor-closed the public hearing at 8:28 p.m. ., PUBLIC HEARING 1979 ASSESSMENTS " " Coilllcilman Shannon introduced the following resolution and moved its adoption: RESOLUI'ION #16-80 ADOPTION 1979 ASSESSMENTS WHEREAS, pursuant to proper notice duly given as required by law, the Coilllcil has met and heard and passed upon all objections to the proposed assessments for the improvement of the folmowing: West 4th Street - Grading, Sanitary Sewer, Watermain, Surfacing, Curb and Gutter, Storm Sewer. Dakota Hills 5th Addition, 12th Street, Blueberry Lane, 14th Street, Rosemary Court. Grading, Stonn Drainage, Sanitary Sewer, Watermain. Whispering Lane, between 4th St. and Pleasant Drive Grading, Gravel, Surfacing, Curb & Gutter, Sanitary Sewer, Watennain, Stonn Sewer. West 23rd Street - Gravel Base, Surfacing, Curb & Gutter Stann Drainage, Service to vacant lots. Ashland Street - Grading, Gravel, Surfacing, Curb & Gutter. Ash Street & 5th Street - Grading, Gravel, Surfacing Curb and Gutter. 5th Street - Watennain. Southview Drive - Surfacing, Curb and Gutter. 4th Street - Surfacing, Curb and Gutter. Sibley Street and Ramsey Street - Stonn Sewer. NC1H, 'lHEREFORE BE IT RESOLVED by the City Coilllcil of the City of Hastings, Minnesota: 1. Such proposed assessments, a copy of which is attached hereto and made a part hereof is hereby accepted and shall constitute the special assessments against the lands therein, and each tract of land therein included is hereby fount! to be benefited by the proposed irrprovement in the aIIDilllt of the assessment levied against it. 2. Such assessment shall be payable in equal installments extending over a period of 10 years, the first of the instal~nts to be payable on or before the first Monday of January, 1980. Any deferred installments shall bear interest at the rate of eight percent (fffo) per annun. 205 To the first installments shall be added interest on the entire assessment, fran the date of this assessment resolution until Decenber 31, 1981. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The o.vner of any property so assessed, may for 30 days after notification fran the City Treasurer, pay to the City Treasurer, the whole of the assessment without interest, and he may at any time, prior to certification of the assessment to the County Audi tor, as herein provided, pay the whole of the asssessment against any parcel with interest accrued to the date of payment to the City Treasurer, and he may at any time thereafter pay the County Treasurer the entire aIIDunt of the assessment remaining unpaid. r: I L_j 4.
