The City Cmlllcil of the City of Hastings, Minnesota met in a regular
meeting on Monday, February 4, 1980 at 7:30 P.M. in the Council Chanbers of the
Ci ty Hall.
MaIbers present: Councilmen Trautmann, Trutna, Kulzer, Stoffel,
Shannon, Karnick, Collins, Legler, and Mayor
Petersen.
Marbers absent:
None.
The Mayor called for additions or corrections to the minutes of the
meeting of January 21, 1980 and hearing none declared the minutes approved as
read.
Moved by Councilman Trutna, seconded by Councilman
Kulzer to approve the final plat of Dakota Hills 6th Addition
subject to three conditions, as set forth in the memo fran Paul
Burns, City Planner, dated February 1, 1980. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Karnick to hold over until later in the meeting the request
submi tted by Equity Co-op Elevator, for an extension of time
to relocate the 2nd Street repair shop. Ayes, 8; Nayes, none.

Stoffel to appoint the following persons to the Natural Resource N.R.R.OOMMISSION
and Recreation Comnission. Ayes, 8; Nayes, none.
Kenneth Hoeschen, 1101 W. 15th St. 1st Term.
Edward Scharrs, 1969 wuis Lane, 1st Term.
James Lewanski, 522 McNamara St. 1st Term.
Robert Weir, 2505 Old Bridge Lane, 1st Term.
Peter Folch, 1503 Oak Ridge Dr. 2nd Term.
All of the above terms to expire DecaIber 31, 1981.
Moved by Councilman Stoffel, seconded by Councilman
Shannon to reappoint the follawing persons to a three year term
each on the Library Board, beginning on January, 1980. Joseph
Kugler; Tony Willeke; and Marjorie Voelker. Ayes, 8; Nayes~~one.
Moved by Councilman Collins, seconded by Councilman
Trutna to hold over Items 6 & 7 concerning RecD1itment System
and vehicle replacement for the Police Department to the meeting
of February 19, 1980. Ayes, 4; Nayes, Trautmann, Kulzer, Shannon
and Karnick. Being a tie vote the Mayor voted in the affirmative.
Motion carried.
Moved by Councilman Legler, seconded by Councilman
Trutna to pass the third and final reading of Ordinance #8
Second Series granting the Minnesota Gas Company a franchise
to operate in the City of Hastings. Copy of ordinance on file
in Ci ty Administrator's office. Ayes, 8; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Shannon to change the Council meeting of February 18th to
February 19, 1980 because of the 18th being a holiday. Ayes, 8;
Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Stoffel to approve resolution #13-80 which supports Denmark
Township's request for reconsideration of the change of address
for Denmark Township fran a Hastings mailing address. Ayes, 8;
Nayes, none. Copy of resolution on file in City offices.
Moved by Councilman Karnick, seconded by Councilman
Trautmann to adopt the resolution authorizing the City Attorney
to start legal proceedings for repair or condemnation of the
railroad building on East Second Street, legally described as
the E~ of Block 16, Tawn of Hastings. Copy of resolution on
file in City offices. Ayes, 8; Nayes, none.

Trautmann to grant Equity Co-op Elevator Canpany until February
19, 1980 to secure a ne.v location for their repair shop presently
operating at E. Second Street before taking further action to
enforce the Zoning Ordinance with respect to that property.

Moved by Councilman Kulzer, seconded by Councilman
Stoffel to accept the Final Draft of the CaIIprehensi ve Plan and
amendment recoomended by the Planning Ccmnission and authorize
the Planner to send copies of the plan to adjacent units of
government, and to request an informal revie.v by the Metropolitan
Council Staff. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Kulzer to call for a public hearing on Monday, March 3, 1980 at
7:30 P.M. in the Council Chambers of the City Hall, to consider
the proposed sale of Lot 24 and that part of Lot 25 not platted
as Franzmeier's First Addition, Auditor's Subdivision #11.
