, The City Council of the City of Hastings, Minnesota met in a regular
,meeting on Monday, January 7, 1980 at 7:30 P.M. in the Council C11aniJers of the
City Hall.
Menbers present: Councilmen Trautmann, Trutna, Stoffel, Shannon,
Karnick, Collins, Legler, and Mayor Petersen.
Members absent: None.
The Mayor called for addi t.ions or corrections to the minutes of the
meeting of Decanber 17, 1979 and hearing none declared the minutes approved.

meeting of December 27, 1979 and hearing none declared the minutes approved.
The Mayor called for additions or corrections to the minutes of the
rreeting of Decanber 31, 1979 and hearing none declared the minutes approved.
The Mayor opened the public hearing called to consider
a proposal for a commercial facilities development project
through the issuance of industrial revenue bonds pursuant to the
Minnesota Municipal Industrial Development.Act. The legal notices
of the hearing were read into the record. The public hearing was
opened at 7:32 P.M. No one appeared to speak on the issue. The
Mayor closed the hearing at 7:35 P.M.

The Corps of Engineers gave a presentation to the City LAKE REBECCA PROJECT
Council on the Lake Rebecca Project. Bob Post fran the Corps of
Engineers reviewed the latest project cost estimates.
Moved by Councilman Trautmann, seconded by Councilman RESOLUTION #1-80
Shannon to adopt resolution #1 approving the appraisals of
properties for Lake Rebecca condemnations as submitted by City
Appraiser, Roger Rohr, on November 4, 1978. Copy of resolution
on file in City Administrator office. Ayes, 4; Nayes, Karnick,
Collins, Legler.
Moved by Councilman Trautmann, seconded by Councilman RESOLUTION #2-80
Trutna to adopt resolution #2 authorizing the City Attorney to
proceed with 'quick take' condemnation proceedings on all
properties for the Lake Rebecca Project and to follow all other
necessary procedures. Ayes, 4; Nayes, Karnick, Collins, Legler.

Shannon to pass the third and final reading of the amendment to AM:ENII.1ENT PARK USE
the Park Use Ordinance, Section I -Defini tion. By changing the
wording in line 4 fran: 'owned and operated' to:' owned or
operated'. Section IV-Alcoholic Beverages. To read: to prohibit
the consumption of any alcoholic beverage, 3.2 beer, or wine,
between the hours of 6:00 P.M. and 8:00 A.M. Ayes, 6; Nayes, Legler.

deposi tories for City funds. Northwestern National Bank;
First National Bank; Minnesota Federal Savings & loan; and

the Checking Account for the City. This to go into effect

Stoffel to appoint Edward Kranz as Director and Wallace Erickson

Trautmann to amend the minutes of the Council meeting of 12/4/78
regarding J. Lightbourn' s salary for 1-79. At the DeCEmber 4, 1978
Council meeting J. Lightbourn' s salary was increased to $16,960.
There was a typeographical error in the minutes, which was not picked
up until the 1979 Audit, therefore the minutes should be amended to
reflect the salary that J. Lightbourn received in 1979. Ayes, 7;

grant arrount increase to $10,000 for the Hastings Neighborhood

Karnick to approve resolution #4 whereby in case of extreme
emergency a qualified applicant might need a grant in excess of
$10,000 to rEmain in their hane, that the rehabilitation grant

1ST READING ORDINANCE
MINNEGASCO FRANQIISE
The Council gave authorization for Barr Engineering BARR ENGINEERING
to perfonm the necessary Southwest Ponding Basin engineering CONTRACT EXTENSIOO
services. The present contract does not include work for the
pumped outlet and forcemain to the river. Instead of developing
a new agreement with Barr Engineering, an expansion of the
existing contract is recommended. After discussion by the
-- Council, Councilman Trutna moved, seconded by Councilman
Shannon that the Barr Engineering Southwest Ponding Basin Project
Contract be fonmally modified to reflect the Council directive,
as follows: Ayes, 7; Nayes, none.
a. The scope of services be amended to include Phase V:
1) extension of stonm sewers discharging to the Southwest
Ponding Basin, including associated restoration and grading;
2) construction of pumping station and forcemain between the
Southwest Ponding Basin and the Venmillion River.
b. The maximum canpensation should be increased fran $50,000 to
$64,000.
Moved by Councilman Shannon, seconded by Councilman
Trutna to approve the Change Order #2 for Husting & Engstran on
work for the Southwest Ponding Basin Project. Motion and second
wi thdrawn, the Council decided to table the matter to the
Council meeting of January 21, 1980.

Legler to accept Rieke, Carroll, Muller & Associates, Inc.
proposal to provide the City of Hastings with general Municipal
Engineering Services and authorize the proper City officials to
sign such agreement. Ayes, 7; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Legler to approve Change Order #1, in the amount of $1,395.00,
to Pine Bend Paving for an add-on requested by the City in the
1979 Street Construction Program. Ayes, 7; Nayes, none.

Tom Loucks, the planning consultant who did the
drafting work of the Canprehensive Plan gave a presentation on
the contents of the plan and a surrmary of the plan (see Meno
fran Tan lDucks to Planning Carmission dated 11/13/79) The
Planner explained the Planning Carmission's recammendation was
to approve the Plan (see Planner's merro dated 1/3/00) Moved by
Councilman Shannon, seconded by Councilman Trautmann to accept
the final draft of the Canprehensive Plan Update for submittal
to adjacent units of government for their review. Ayes, 3;
Nayes, Stoffel, Karnick, Collins, Legler. Motion failed.
