HomeMy WebLinkAbout10-20-97 Hastings,Minnesota October 20, 1997 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 20, 1997 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, Minnesota. Members Present: Councilmember Yandrasits, Riveness, Johnson, Hicks, Moratzka& Mayor Werner Members Absent: Councilmember Simacek Staff Members Present: Dave Osberg, City Administrator; Marty McNamara, Parks& Recreation Director; Tom Montgomery, Public Works Director; John Grossman, HRA Director; Mike Wozniak, Community Development Director; Matt Weiland,Zoning Administrator; and Shawn Moynihan, City Attorney Approval of Minutes Mayor Werner asked whether there were any corrections or additions to the minutes of the regular meeting of October 6, 1997. City Councilmember Moratzka corrected the minutes from the October 6, 1997 City Council meeting to note under the Item"Stop Sign Request-Intersection of 12th&Eddy's Streets"that she was absent from the City Council meeting on October 6, 1997, and thus did not vote on that topic. Mayor Werner declared the minutes approved as presented and with the correction as noted by City Councilmember Moratzka. Consent Agenda Moved by Councilmember Hicks, seconded by Councilmember Yandrasits,to approve the consent agenda as presented. 1. Pay all bills as audited 2. Resolution No. 10-08-97-Electing to Continue Participating in the Local Housing Incentives Account Program under the Metropolitan Livable Communities Act 6 Ayes;Nays,None Resolution No. 10-09-97-Resolution Accepting Proposal On Sale of $6,175,000 General Obligation Hydro Electric Revenue Refunding Bonds, Series 1997F, Providing for Their Issuance, and Appropriating Money to Pay Costs of Issuance and Rebate Moved by Councilmember Riveness, seconded by Councilmember Johnson, to approve Resolution No. 10-09-97 accepting proposal on sale of $6,175,000 General Obligation Hydro Electric Revenue Refunding Bonds, Series 1997F,Providing for Their Issuance, and Appropriating Money To Pay Costs of Issuance and Rebate. 6 Ayes;Nays,None. Industrial Park Farm Lease for 1998 and 1999 Moved by Councilmember Moratzka,seconded by Councilmember Yandrasits,awarding the lease and authorizing the Mayor and Clerk to execute the Lease Agreement with Keith and Robert Carlson for 1998 & 1999 for industrial park farm land in the amount of$91.50 per acre, or $11,529 per year. 6 Ayes;Nays,None. Minutes of the Regular City Council Meeting of October 20, 1997 Page 2 of 2 Public Hearing-Tower& Antenna Ordinance Zoning Administrator Matt Weiland presented information regarding the proposed Tower and Antenna Ordinance. Mayor Werner opened the Public Hearing and asked if there were any comments or questions regarding the proposed ordinance. Hearing none, Mayor Werner closed the public hearing at 7:08 p.m. 2nd/Final Reading for Tower and Antenna Ordinance Moved by Councilmember Johnson, seconded by Councilmember Riveness,to approve the 2nd Reading of a Tower and Antenna Ordinance. 6 Ayes;Nays,None. Well#8, Request Mt. Simon/Hinkley Test Well Drilled at Well#6 Site in Industrial Park Moved by Councilmember Yandrasits, seconded by Councilmember Riveness,to authorize the drilling of a Mt. Simon/Hinkley Test Well adjacent to Well #6 and to authorize sealing the General Sieben Drive, Jordon Well. 6 Ayes;Nays,None. 1st Reading& Order Public Hearing Property Maintenance Ordinance Moved by Councilmember Moratzka, seconded by Councilmember Johnson to approve the 1 st Reading of a Property Maintenance Ordinance and to schedule a public hearing for Monday, November 3, 1997. Ayes: Johnson, Hicks, Moratzka & Mayor Werner; Nays: Yandrasits & Riveness Resolution No. 10-10-97 Designating Old Hastings Historic District Moved by Councilmember Yandrasits, seconded by Councilmember Hicks to approve a Resolution of the City Council of the City of Hastings Designating the Old Hastings Historic District as a Hastings Preservation Site. 6 Ayes;Nays,None. Pool Recommendation from the Park & Recreation Committee of the Council and the Swimming Pool Committee Moved by Councilmember Johnson,seconded by Councilmember Hicks,directing City Staff to prepare for City Council consideration at its meeting on November 3, 1997 three resolutions that would authorize the expenditure of bond funds for the construction of a new outdoor swimming pool with the amounts of$1.4 million,$1.6 million and$1.8 million being considered by the City Council at its meeting on November 3, 1997. 6 Ayes;Nays,None. New Business City Councilmember Janice Johnson requested further information and discussion on the recent letter provided by City Administrator Dave Osberg regarding the proposed Southeast Regional Waste Water Treatment Plant. Moved by City Councilmember Moratzka, seconded by Councilmember Hicks, to ask a Committee of the City Council to review further the issues associated with the Southeast Regional Treatment Plant, and future impacts on the siting of a Waste Water Treatment Plant in Hastings. Councilmembers Moratzka and Hicks accepted a friendly amendment offer by Mayor Mike Werner that the whole City Council discuss this issue after the special meeting scheduled for October 27, 1997, and that it be discussed at a separate meeting of the City Council. 6 Ayes;Nays,None.
