The City Council of the City of Hastings, Minnesota met in a special meeting on Monday,
September 29, 1997 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings,
Minnesota for the purpose of discussing the Comprehensive Plan.
Members Present: Councilmember Yandrasits,Riveness, Johnson, Simacek, Hicks,
and Moratzka
Members Absent: Mayor Werner
Staff Members Present: Dave Osberg, City Administrator;
Marty McNamara,Parks&Recreation Director;
Mike Wozniak, Community Development Director,
Matt Weiland,Zoning Administrator;
Tom Montgomery, Public Works Director;
Acting Mayor Paul Hicks opened the meeting and asked Community Development Director
Mike Wozniak to present background information regarding a request made by the Wallin Partnership
for the City to resubmit a Comprehensive Plan Amendment to the Metropolitan Council. This request
would allow the Municipal Urban Service Area to be expanded by 14 acres to include property
proposed to be developed as the Wallin 6th Addition. This plan amendment failed to clear review
by the Metropolitan Council when it was submitted earlier in 1997.
Moved by Councilmember Moratzka, seconded by Councilmember Simacek to direct City
Staff to submit for review by the Metropolitan Council a Comprehensive Plan Amendment to include
the property to be platted as Wallin 6th Addition in the Municipal Urban Service Area(MUSA) and
to reclassify the property from the Rural to U-1 (Urban Residential)year 2000 Comprehensive Plan
Land Use Map. 6 Ayes;Nays,None.
City Administrator Dave Osberg presented background information to the City Council
regarding the purpose of the special meeting and general issues regarding the Comprehensive Plan.
Community Development Director Mike Wozniak and Zoning Administrator Matt Weiland
presented information to the City Council regarding existing land uses in the City of Hastings and
other issues associated with the development of the City of Hastings.
Parks&Recreation Director Marty McNamara presented information regarding the various
issues associated with the preparation of a parks plan, involvement of a consultant and the Natural
Resources&Recreation Commission and the numerous issues that will need to be addressed by the
City Council,Natural Resources&Recreation Commission and the Parks Consultant.
Public Works Director Tom Montgomery presented information to the City Council regarding
various issues related to transportation,traffic and storm water management issues that will need to
be addressed in the Comprehensive Plan.
Mayor Mike Werner arrived at 8:50 p.m.
City Administrator Dave Osberg presented to the City Council options available for receiving
further City Council input and public input on the comprehensive planning process.
Moved by Councilmember Johnson, seconded by Councilmember Simacek to schedule a
special meeting for Monday, October 27, 1997 to discuss land use issues associated with the
comprehensive plan amendment. 7 Ayes;Nays,None.
Harold Featherstone, 1803 Featherstone Road,Hastings, Minnesota presented comments to
the City Council regarding the comprehensive plan process.
Moved by Councilmember Simacek, seconded by Councilmember Johnson to adjourn the
meeting at 9:01 p.m. 7 Ayes;Nays,None.
