The City Council of the City of Hastings,Minnesota met in a special meeting on Monday,
June 9, 1997 at 7:00 p.m. in the Great River Community Room at the Hastings City Hall, 101 4th
Street East, Hastings, Minnesota.
Members Present: Councilmember Moratzka,Yandrasits,Riveness,Johnson, Simacek,
Hicks and Mayor Werner

Staff Members Present: Marty McNamara, Parks &Recreation Director;
and Dave Osberg, City Administrator
Mayor Mike Werner called the meeting to order and introduced Park& Recreation Director
Marty McNamara.
Parks&Recreation Director Marty McNamara introduced Pool Committee Chairman Turney
Hazlet. Mr. Hazlet introduced committee members who were present: Janet Swanson, Becky
Erickson, Joan Warner, Sue Slavik, Michael Slavik, Teresa Behnke, and Walt Amble.
Mr. Hazlet discussed the background and history of the various pool studies completed over
the last several years. In addition, Mr. Hazlet reviewed the process that was used by the Pool
Committee to prepare the various information presented to the City Council.
Mr. Hazlet introduced Mr. Tim Gremmer from Gremmer & Associates who provided a
presentation regarding the various issues associated with renovation of the existing pool,its potential
design and cost projections for renovating the pool.
Mr. Gremmer provided a report on the three options available that the Pool Committee had
discussed regarding the possibility of constructing a new pool at Roadside Park.
During and after the presentation by Mr. Gremmer there was significant discussion and
exchange of questions between Pool Committee members,the City Council and Mr. Gremmer.
Mr. Hazlet provided a report regarding the recommendation of the Pool Committee which
included a recommendation that a pool should be constructed at Roadside Park, and that a new pool
should be constructed with no further consideration of renovating the existing pool. The Pool
Committee recommended Option No. 3 as presented by Mr. Gremmer, at a projected total cost of
approximately $2.127 million dollars.
After further discussion, City Councilmember Yandrasits moved and City Councilmember
Moratzka seconded a motion that the City Council reject any further consideration of renovating the
existing swimming pool, and the City Council move forward on the three options for the
construction of a new pool at Roadside Park. Ayes,Yandrasits,Riveness&Moratzka; Nays,Hicks,
Simacek, Johnson and Mayor Werner. Motion failed.
Moved by Councilmember Hicks, seconded by Councilmember Simacek that the Staff be
directed to contact a company to receive a quote for conducting statistical polling of residents on the
swimming pool options including, renovation of the existing pool at Roadside Park and the three
new pool designs and their cost; and a committee of three members of the Pool Committee and the
City Council Park&Recreation Committee work with City Staff to establish the questions that will
be used in the poll. 7 Ayes;Nays,None.
Moved by Councilmember Hicks, seconded by Councilmember Simacek to adjourn the
meeting at 9:32 p.m. 7 Ayes;Nays,None.
