Background Information: Please see the attached Planning Commission Memorandum for background information. Financial Impact: The request should not have an effect on the City Budget. Planning Commission Staff Report – September 10, 2012 City Council Memorandum HASTINGS CITY COUNCIL RESOLUTION NO. _____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING ORIGINAL HASTINGS DESIGN STANDARDS REVIEW APPROVAL FOR THE CONSTRUCTION OF A DETACHED GARAGE AT 315 6th STREET WEST -RENEE THOMPSON Council member ___________________________ introduced the following Resolution and moved its adoption: WHEREAS, Renee Thompson has petitioned for an application to construct a detached garage at 315 6th Street West, legally described as follows: Lot 3, Block 42, TOWN OF HASTINGS BLKS 1 THRU 99 Addition, Hastings, Dakota County, MN WHEREAS, property improvements are subject to City Code Chapter 155.07, Subd. (D) Original Hastings Design Standards; and WHEREAS, the Planning Commission of the City of Hastings recommended approval of the request. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council concurs with the recommendation of the Planning Commission and hereby approves the Original Hastings Design Standards Review as presented to the City Council subject to the following conditions: 1. Conformance with the City Council Staff Report and plans dated September 17, 2012. 2. Approval of a building permit. 3. Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. Background Information: The applicant would like to remove a shed and an attached onecar garage and replace them with a detached 2-car garage. The home was constructed in 1880 and is zoned R-2 (Medium Density Residential). OHDS Intent Original Hastings Design Standards (OHDS) preserve and enhance traditional neighborhood design by reflecting the general characteristics of buildings dating from 1845 to 1940, which is the predominate era for building construction within the OHDS District. OHDS regulations ensure traditional neighborhood design by incorporating design features such as alleys, carriage houses, front porches, period sensitive housing design, sidewalks, and traditional street lighting. Design standards create and enhance the character of older neighborhoods by establishing regulation to guide property development and rehabilitation consistent with the unique historic character of the neighborhood. The intent is to preserve that streetscape’s character rather than the actual historical fabric that historical designation is intended to protect. Review: The structure is proposed to be 24’ wide by 28’ deep (672 Sq Ft) with a 10/12 pitched gable roof, white 4” lap vinyl siding, 16’ overhead door, service door, and a window. It will be located 5’ from the side and 15’ from the rear property lines. Garages in the OHDS area should access alley ways when they exist. There is not an ally way adjacent to this property. The driveway for the new garage will go through where the existing attached garage is located and then out to the street. The City staff recommends the following conditions of approval: 4. Conformance with the Planning Commission staff report and plans dated September 10, 2012. 5. Approval of a building permit. 6. Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void.
