HomeMy WebLinkAbout20120904 - VIII-A-1 Council Action Requested: Council is requested to adopt the enclosed resolution directing the Engineering Department to prepare a feasibility studies on the proposed 2013 infrastructure improvement projects. Background Information: Staff will be proposing several projects around the City for the 2013 construction season, including: ! Reconstructing 10th Street E between Ramsey Street and Highway 291 ! Reconstructing Progress Drive ! Rehabilitating and Stabilizing the Conzemius Park Ravine ! Rehabilitating and Reconstructing a portion of the Minnesota Veterans Home Sanitary Sewer System ! Tree Removal & Re-stabilizing a portion of the Vermillion River Flood Control levy Financial Impact: The two largest of these projects, the 10th Street reconstruction and the Veterans Home Sanitary Sewer project both will be funded primarily from outside sources. The 10th Street project is largely eligible for use of the City’s State Aid funds for local transportation and special assessments, while the Veterans Home sewer project will be funded by the State of Minnesota from a bond issue. The Conzemius Park Ravine work, Progress Drive, and the Vermillion River Flood Control levy work will be funded primarily by City bonded debt, with Progress Drive also being funded by special assessments and utility funds. The feasibility reports will detail the estimated funding mixture, and staff fully anticipates that these projects will fall within the 2013 budget for City bonded debt. Attachments: A resolution to order the feasibility reports for the 2013 Infrastructure Improvements, and maps of each project area, have been included for Council consideration. The Reconstruction of 10th Street E between Ramsey Street and Trunk Highway 291/18th Street E ! The Partial Reconstruction of Progress Drive ! The Conzemius Park Ravine Stabilization ! The Minnesota Veterans Home Sanitary Sewer System Rehabilitation ! The Vermillion River Flood Control Levy Vegetation Removal & Restabilization NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; that the above proposed improvements are hereby referred to the City Engineer for study and he is instructed to report to the City Council with all convenient speed, advising the Council in a preliminary way as to whether the proposed improvements are feasible and as to whether they would be made as proposed or in connection with some other improvements, and the estimated cost of the improvements as recommended.
