Council Action Requested: Council is requested to authorize staff to obtain quotes to remove those stumps within public right of way remaining from the June 19th storm event which meet
FEMA criteria for reimbursement qualification. Staff’s goal would be to have the work completed by the end of August. Background Information: City staff met with FEMA to gain clarity
of what constitutes a reimbursable expense for stump removal. FEMA’s criteria are the following: ! The stump must be at least partially within the City’s Right-of-Way ! At least 50%
of the stumps roots must be exposed Additionally, FEMA will only reimburse costs to the City that would have been expended in any other scenario had FEMA not been involved. Meaning that
the City’s hazard tree policy still applies and the City is responsible for only 40% of the removal costs – with homeowners responsible for remaining 60%. FEMA will not reimburse homeowners
if they have taken it upon themselves to remove stumps prior to the City’s organized effort to contract stump removal. The scope of work taken on by the City would include removal/grinding
of the stump, backfilling the resulting hole, and then seeding the area with turf seed. FEMA will reimburse only the costs for the removal and backfilling portions of the work. Seeding
is not eligible. Financial Impact: Currently, there are 13 stumps remaining that meet the criteria described above. Based on figures from neighboring cities which have already performed
stump removal, staff has estimated the cost per stump removed to be $275 (all inclusive) for a total of $3,575. In accordance with the City’s hazard tree removal policy, this would result
in the City’s 40% share equating to $1,430, with the remaining $2,145 being the responsibility of the homeowners, or about $165 each. Council may wish to waive the City’s policy, citing
the special circumstances which precipitated the work. I will note that there would be a significant amount of staff time involved to ensure that payment would be received from the affected
