HomeMy WebLinkAbout20120820 - VI-05 Council Action Requested: The City Council is requested to approve a resolution authorizing the Mayor and City Clerk to sign the attached Traffic Control Signal Agreement for the replacement of the signal system at the intersection of Highway 61 and Highway 55. Background Information: MnDOT has scheduled the traffic signal system at the intersection of Highway 61 and Highway 55 to begin in September. The system will be upgraded to current standards, including a new Emergency Vehicle Pre-emption system (EVP), Accessible Pedestrian Signals (APS), new signal poles and lighting, upgraded pedestrian ramps, and a new controller cabinet. The project will conclude this fall. The attached agreement lays out the financial and future maintenance obligations that both MnDOT and the City will have after the system has been replaced. Financial Impact: As the City has one “leg” of the system (east side of intersection near Walgreen’s), the City is responsible for covering the capital expenses for installing that section of the system. The City will also continue to have the responsibility for paying electrical power costs, and for performing minor system maintenance (replacing light bulbs & LEDs, cleaning the control cabinet and signal poles). Although bids have not yet been furnished to MnDOT, the estimated costs for the City’s share in the front end capital will be about $74,000. The City will be covering this cost by using funds in its Municipal State Aid (for local transportation) account. Staff Recommendation Staff is recommending that the Council adopt the attached resolution approving the City’s entry into the Traffic Control System Agreement No. 00670R, and authorizing the Mayor and the City Engineer to sign the agreement. To: Honorable Mayor & City Council From: Nick Egger – City Engineer Date: August 13, 2012 Re: Approve Traffic Control Signal Agreement for Highway 61 & Highway 55 CITY OF HASTINGS DAKOTA COUNTY,MINNESOTA Resolution No. ________ RESOLUTION FOR APPROVAL OF MNDOT TRAFFIC CONTROL SYSTEM AGREEMENT NO. 00670R FOR TRUNK HIGHWAY 61&TRUNK HIGHWAY 55 SIGNAL REPLACEMENT WHEREAS, in the fall of 2012, the Minnesota Department of Transportation (MnDOT) will begin project 1913-72 to replace the signal system at Trunk Highway 61 and Trunk Highway 55, and WHEREAS, per MnDOT’s cost participation policy for signal systems, capital costs for portions of the system corresponding to local streets, the ongoing minor maintenance duties for the entirety of the system, and associated costs of both are the responsibility of the local government unit, and WHEREAS, the eastern leg of the intersection is under the jurisdiction of the City of Hastings, and WHEREAS, Traffic Control System Agreement No. 00670R has been assembled to define upfront capital cost responsibilities and the ongoing maintenance responsibilities of the City of Hastings. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; 1. Traffic Control System Agreement No. 00670R is hereby approved by the City of Hastings. 2.
