Council Action Requested: The Council is requested to formally approve Change Order #1 for the Vermillion Trail & Underpass Connection project. Background Information: The contractor
requested permission to place the bituminous pavement for the trail in one layer rather than two, citing that the projects physical space constraints, particularly through the wooded
section of the trail, would lead to a higher probability that end-product quality and workmanship would be negatively impacted. City staff negotiated a slight discount of the bituminous
mixture price to achieve savings in exchange for making this exception to the specifications and plans, as it would reduce the amount of time and mobilizations that the contractor would
have to invest to complete the project. Financial Impact: Thus far, the estimated total impact of change orders for this contract project to an decrease in construction expenses of $2,375.00,

Name: Vermillion Trail & Underpass Connection The City of Hastings and Blackstone Contractors, LLC hereby agree to this change order to provide compensation for installing the trail
segments throughout the project in a single 3” lift. Per the Contractor’s request, the City has agreed to allow for installation of the trail segments throughout the project to be done
in a single 3” lift instead of 2 1.5” lifts. The Contractor requested this change to eliminate truck damage to the base course. Because mobilization costs associated with this change
decrease, the Contractor agrees to a $3.57 per ton discount on that portion of trail installed in a single lift. A new item in the account records will be created to compensate for this
work. It will be described as: CHANGE ORDER #1 – BIT WEAR COURSE MIX SPWEA240B (TRAIL) 3” LIFT. The 2 2 existing items for trail paving non-wear and wear courses will be deleted. Please
