HomeMy WebLinkAbout12-03-79 Hastings, Minnesota Decerrber 3, 1979 170 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, Decerrber 3, 1979 at 7: 30 P. M. in the Council Chanbers of the Ci ty Hall. Merrbers present: Councilmen Trautmann, Trutna, Stoffel, Shannon, Karnick, Collins, Legler, and Mayor Petersen. Members absent: Councinnan Liska. r- I ' The Mayor called for additions or corrections to the minutes of the meeting of Noverrber 19, 1979 and hearing none declared the minutes approved as read. I: The Mayor opened the public hearing on the proposed ordinance prohibiting the storage and handling of Anhydrous Anm:mia wi thin the Ci ty at 7: 32 P. M. The legal notices of the hearing were read into the record. The Mayor opened the hearing to the public. Merlin Anderson, representing Peavey Mills; Peter Mitzuk fran East Hastings; Mr. Varney fran the Co-op Elevator; Gary Hughes; Ed Hanson; Barry Nei; Bob 0' Haren, U of M, River Falls; Richard Johnson; Carole Wynne; and Gary Braun fran the Department of Agricul ture, addressed the Council, pro and con, regarding the storage and handling of Anhydrous ArmDnia. Mr. Braun explained the procedure of processing applications requesting storage of Anhydrous ArmDnia. The MInn. Dept. of Agriculture is the first agency to review applications which are then sent to the Minn. Pollution Control Agency. Upon approval of the PCA, representatives fran the Dept. of Agriculture are sent out to inspect the facility before final approval is given. The Dept. of Agriculture is also in charge of routine inspections. Jack Christenson, speaking for the Olanber of Carmerce, suggested the City Council consider tabling the issue to allow rrore research before a final decision is made. Everyone was given the opportunity to speak after which the Mayor closed the-co hearing at 8:45 P.M. Moved by Councilman Legler, seconded by Councilman Trautmann to table the 2nd. reading of the proposed ordinance prohibi ting the storage and handling of Anhydrous ArmDnia wi thin the City, to the meeting of January 21, 1980. PUBLIC HEARING ORDINANCE-ANHYDRaJS AMMONIA TABLE 2ND READING OF ORDINANCE 'ID 1/21/80 Moved by Councinnan Collins, seconded by Councilman APPOINT FIRE CHIEF Karnick to appoint funald Latch, 1200 Westview Drive, as the Fire Chief for the City of Hastings, effective January 1, 1980, at an annual salary of $24,000. Ayes, 7; Nayes, none. Moved by Councilman Karnick, seconded by Councilman Legler to approve a special use permit for Dr. R. Dayton to operate a small animal clinic at 1545 Vermillion Street, on the following conditions: 1) A site plan for the required off-street parking area be submitted for approval and that the parking, lot be constructed by June 1, 1980. 2) Canpliance to carments made by the Building Inspector and Fire Marshal in their meIID of Noverrber 26, 1979. 3) That the property not be required to be connected to the municipal sanitary sewer system at this time. Moved by Councilman Karnick, seconded by Councinnan Stoffel that the City Council cammends James Maher, Assistant Fire Chief, and expresses their sincere thanks for his performance during the time the City was without a Fire Chief. Moved by Councilman Trautmann, seconded by Councilman Shannon to hire Paul Mahoney as a full-time employee of the City for the Parks Department, effective December 8, 1979 at a IIDnthly salary of $1,140.00 with a six month probation period.
