The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, Novenber 5, 1979 at 7:30 P.M. in the Council Charrbers of the
Ci ty Hall.
Members present: Councilmen Legler, Liska, Trutna, Trautmann,
Stoffel, Shannon, and Acting Mayor Collins.
Memers absent:
Councilman Karnick and Mayor Petersen.

The Acting Mayor called for additions or corrections to the minutes
of the meeting of October 15, 1979 and hearing none declared the minutes
approved as presented.
The Acting Mayor called for additions or corrections to the minutes
of the special meeting for the Bond Sale on October 22, 1979 and hearing none
declared the minutes approved as presented.
Moved by Councilman Stoffel, seconded by Councilman
Shannon to accept the flood way/flood fringe boundaries as
defined on the flood plain map with the condition that any plans
for developnent in this area rrmst include a means to pass flood-
waters fram the unnamed tributary which enters the flood control
project downstream of the County State-Aid Highway 47 bridge.

RIVER PROJECT
A nurrber of residents, Cliff Hughes, George Darland, CITIZEN a::MMENTS
Mr. & Mrs. Ken Kaiser, Michael O'Brien, and Mrs. James Larson,
from Pine and Maple Streets, were at the Council meeting and
expressed their anger and frustration regarding vandalism in
their neighborhood and also complained about the City police
in responding to calls concerning this vandalism. '!hey asked
the Council and the Chief of Police what can be done about this
problem. After the discussion the Council decided that Council-
man Stoffel, Chief Daryl Plath, and several residents of the
area should meet and gather information for a complete report
to the Council before any corrective measures could be initiated.

Stoffel to adopt Resolution #2E9 which amends Item 8, Financial
Recordkeeping and Control, of the Administrative Services
Contract between the Dakota County Housing and Redevelopnent
Authori ty and the City of Hastings. Ayes, 7; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Trutna to adopt Resolution #270 which authorizes the issuance of
checks for two applicants (Alvera Larson and Henry & Kathie
Li tschke) eligible for financial assistance under the mBG Block
Grant B-79-lli-27-0023. Ayes, 7; Nayes, none.
Moved by Councilman Legler, seconded by Councilman
Shannon to adopt Resolution #270 which awards the bid for fur-
nishing the City with one Ambulance for the Fire Department to
the lowest bidder, Advance Ambulance & Equipnent Sales, Inc.
bid price $32,900.00, trade in $4,000.00, net bid $28,900.00.

The next item on the Agenda was a discussion of the
proposed ordinance prohibiting the storage or handling of
Anhydrous Arnnonia wi thin the City. Moved by Councilman Legler,
seconded by Councilman Trautmann to call for a public hearing
on this ordinance and to include in the hearing, other hazardous
chemicals, which are stored in the City. The hearing to be set
for Decenber 3, 1979 at 7:30 P.M. in the Council Chanbers of the
Ci ty Hall. Ayes, 5; Nayes, Liska and Stoffel.

Trutna to table the second reading of the ordinance prohibiting

REQUEST FOR ANNEXATION KRS Developers requested the Council to consider
annexation to the City of a conmercial area just south of
Hastings, between Highways 316 & 61. '!hey are planning on
locating a 60,000 sq. ft. building in this area and will
require city water for fire protection. The City Administrator
stated that it would take several weeks to get input fran the
Ci ty Staff for providing services to annexed areas. Councilmen
Trautmann and Shannon were appointed to contact the Marshan Town
Board for their feelings regarding annexation. No decision can
be made until thie canprehensi ve report is prepared.
DENY EXTENSIOO OF TIME Moved by Councilman Trautmann, seconded by Councilman
VIILA DEVElDPMENT Shannon to deny the request fran Villa Developnent for an exten-
sion of time to canply with the Council order of October 1, 1979
to fill the excavated area on their property East of the Senior
