HomeMy WebLinkAbout10-15-79 Hastings, Minnesota October 15, 1979 150 The City C01111Cil of the City of Hastings, Minnesota met in a regular meeting on Monday, October 15, 1979 at 7:30 P.M. in the Council Oumbers of the City Hall. Members present: Councilmen Trautmann, Trutna, Liska, Shannon, Stoffel, Karnick, Legler, and Acting Mayor, Councilman Collins. .--- I I Manbers absent: Mayor Petersen. The Acting Mayor called for additions or corrections to the minutes of the meeting of October 1, 1979 and hearing none declared the minutes approved as presented. Acting Mayor Richard Collins presented Gertrud Roberts, world faIIDUS musician-canposer with an "Honorary Citizen of Hastings" award. Mrs. Robert, a native of Hastings stated that this award is the most exciting award she has received because it is fran Hastings, her hare to.vn. In return Mrs. Roberts presented Mr. Collins with her latest recording. Moved by Councilman Shannon, seconded by Councilman Stoffel to approve a variance fran Section 10.07, Subd. 6B requiring five acres for a planned residential develop- ment. The five acre requirement was intended to apply to area wide residential developments consisting of a variety of housing types. This is a specific housing type of developnent. Also, to approve a variance fran the 30 foot setback requirement fran street lines for parking stalls on the north side of 23rd street. Ayes, 8; Nayes, none. .--- I I Moved by Councilman Stoffel, seconded by Councilman Karnick to approve the preliminary plat and site plan for the To.vnhouse Developnent on 23rd & Cannon Street conditioned uIX>n the following: 1) The site plan shall be revised to provide better drainage in the southerly part of the development, and that the required setback be met for Blocks 3 and 5. 2) All necessary improvements to Cannon St. and 23rd St. be imnedia tely petitioned for. 3) Cash in lieu of land be accepted to fulfill the park dedication requirements. 4) That a development contract to be approved by the Planning Carmission and Council, be excuted. Moved by Councilman Trutna, seconded by Councilman Trautmann to pass the third and final reading of the amendment to the Zoning Map which rezones lDts 6 through 12, Block 3, and Lots 14 through 17, Block 4, Vermillion Addition, fran a C-5 classification to an R-3 zoning classification for the purposes of a townshoUSe development. Ayes, 8; Nayes, none. Moved by Councillmn Shannon, seconded by Councilman Liska to deny the request for the special use permits submitted by Paul Murphy, to construct two duplexes on adjoinging lots in an R-2 zoning district. Ayes, 8; Nayes, none. .--- Moved by Councilman Trautmann, seconded by Councilman Trutna to approve a variance for both sides of each of three lots, Lots 3, 4, & 5, Block. 1, Dakota Hills 4th Add. The sideyard set... back requirement is 10 feet, Hastings Construction proposes to allow for 9 foot sideyard setbacks. Ayes, 7; Abstain, Liska. Moved by Councilman Trutna, seconded by Councilman Legler to pass the third and final reading of an ordinance to license Wrecking and Daroli tion Companies. Moved by Councilman Trutna, seconded by Councilman Legler to accept, with thanks, $1,900 from the Ri vert own Days Ccmni.ttee, with the recomnendation that the rroney be used for the following improvements at Roadside Park. Lighting the Pavillion, new grills and Bycicle Racks. Ayes, 8; Nayes, none.
