The City Council of the City of Hastings, Minnesota met in a regular
rreeting on Tuesday, Septenber 4, 1979 at 7:30 P.M. in the Council O1arnbers of
the City Hall.
Marbers present: Councilmen Trautmann, Trutna, Liska, Stoffel,
Shannon, Karnick, Collins, Legler, and Mayor
Petersen.
Mamers absent:
None.
The Mayor called for additions or corrections to the minutes of the
meeting of August 20, 1979. An error in the legal description in the rrotion
to vacate Rosemary Lane was noted. The minutes were approved as corrected.
'!he Mayor opened the public hearing called to discUss PUBLIC REARING CD3G
the concerns of residents as they relate to the Cannunity Devel- GRANT
opIOOnt Block Grant Program at 7:31 P.M. '!he legal notices of the
hearing were read into the record. Bob Porter from the Dakota
County BRA gave a brief explanation of the Program and then asked
the audience if they had any questions. None were forthcaning.
'!he Mayor closed the public hearing at 7:40 P.M.

Legler to adopt resolution #255 awarding the bid for the South- AWARD BID S. W. PONDIID
west Ponding Basin and Storm Sewer Project to: Husting and BASIN STRM. SEWER PROJ.
Engstrom for a total bid price of $542,324.50. Copy of resolution
on file in City Clerk's office. Ayes, 7; Nayes, Liska.
Moved by Councilman Trautmann, seconded by Councilman
Shannon to approve the sale of 3.075 acres of land in the Ind.
Park to Pain Control, Inc.

Moved by Councilman Collins, seconded by Councilman AMEND MOTION
Liska to arrend the rrotion to call for a referendum to decide the
sale of the land.
Discussion continued whereupon Councilman Trautmann
rroved, seconded by Councilman Trutna to limit debate and call for
the question. Ayes, 6; Nayes, Liska and Collins. Motion carried.
CAIL THE QUESTION
The Mayor called for the vote on the arrendment which
was, Ayes, Liska, Collins; Nayes, 6.

The Mayor called for the vote on the main rrotion, to
approve the sale of 3.075 acres of land in the Industrial Park
to Pain Control, Inc. legally described as follONS. Ayes, 5 ;
Nayes, Liska, Karnick, Collins. Motion carried.
3.075 acres, purchase price $30, 750 .00. Comnencing
at the SE cor of said LDt 4, thence N 0 degrees 27 minutes
00 seconds E bearing assumed, a distance of 438.00 ft. (w~ich pt.
is on the southerly right of way of Outlot B) thence N 89 33'
00" W a distance of 26. 73 ft, thence along a tangential curve
concaved to the NW (having a radius of 550.00 ft, a central angle
of 600 57' 006", and a length of 585. 14 ft) a distance of 204.81,
thence S 8 04' 35" W a distance of 525.33 ft. (which~int is on the
northerly right of way of 160th street) thence S 89 33"00" E a

to give private swinming and diving lessons at a pool they pro-
pose to build at their hane at 1342 W. 17th Street, with the con,..
dition that the operation be revieYled in one year and that the
scope of the occupation be as indicated in the Hopkins' note of
August 14, 1979. Ayes, 7; Nayes, Uska.
CALL FOR PUBLIC HEARING Moved by Councilman Trautmann, seconded by Councilman
STREET VACATION ROOEMARY Trutna to call for a public hearing for a street vacation of
LANE Rosanary Lane between 14th Street and Pleasant Drive, for
October 1, 1979 at 7:30 P.M. at the Council meeting. Ayes, 8;

Trutna that the Council approve the use of painted concrete
block on the sides and rear, with decorative, painted concrete
block on the front, for the proposed addition to the Trans-
america Film Services building in the Industrial Park. Ayes, 8;
Nayes, none.
Moved by Councilman Stoffel, seconded by Councilman
Shannon to grant pennission to the St. Boniface Church to locate
two tanporary signs advertising their Bazaar, one on Highway 61
south of the Mississippi River bridge, the other, caning into
town on the south, provided the signs do not obstruct vision.
Pennission granted for September 8th and 9th only. Ayes, 8 ;
Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Shannon that the price of land be raised to $15,000 per acre, to
include Industrial Park #1 and #2, effective Ja:w';j1~T 1, 19SO.~,
Further, that existing prospects be given until January 1, 1980
to purchase land at the $10,000 price and present land owners in
the Park be notified of the option to purchase additional land
at $10,000 per acre until January 1, 1980, also, the price for
land sales in the Park be revieYled every year. Ayes, 8; Nayes, none.

Stoffel to call for a public hearing on Monday, October 1, 1979
at 7: 30 P.M. to consider the proposal of Master, Inc. that the
Ci ty assist in financing a project by the issuance of Industrial
Developnent Revenue Bonds. Ayes, 8; Nayes, none.
