August 20, 1979
The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, August 20, 1979 at 7: 30 P. M. in the Council Chani>ers of the
Ci ty Hall.
Ment>ers present: Councilman Trautmann, Trutna, Liska, Stoffel, Shannon,
Karnick, Collins, Legler, and Mayor Petersen.
Members absent: None.

The Mayor called for corrections or additions to the minutes of the
meeting of August 6, 1979 and hearing none declared the minutes approved as
presented.
The Mayor opened the public hearing called to consider
the rewning request fran Langenfeld and Sons Construction to
rewne fran C-5 to R-3, for the purpose of a Temnhouse Develop-
rrent, at 23rd & Cannon Streets, at 7:34 P.M. The legal notices
of the hearing were read into the record. No one appeared in
opposi tion to the rewning request. The Mayor closed the hearing
at 7:36 P.M.

Stoffel to pass the second reading of the amendroont to the Zoning AMENDMENT TOmHOUSE
Ordinance to rewne lDts 4 through 13, Block 4, Vennillion Add. DEVEliPMENT
to an R-2 zoning district and lDts 6 through 12, Block 3, and
lDts 14 through 17, Block 4, Vennillion Add. to an R-3 wning
classification. The final reading not to take place until the
Planning Conmission has acted on the preliminary plat and site
plan. Ayes, 8; Nayes, none.

The Mayor stated that Itern #7, the third reading of
the aroondment to the ordinance to allem the raising of small
animals in the Industrial Park would be the next i tern on the
Agenda, and that he would suggest that opponents and proponents
each be allemed a short time to address the Council, even though
the public hearing on this issue had been held. Councilman
Legler rooved, Councilman Collins seconded to allem 10 minutes
for each side to speak. Ayes, 8; Nayes, none.
DISCUSSION ON AMFX>IfiKJ
ORDINANCE IND. PARK
Rev. John Weinberg was the first to speak in opposi-
tion to the facility for the raising of small animals for research,
purposes to locate in Hastings. A petition with approximately
500 signatures, against this proposal, had been given to the
Council prior to the meeting. Several citizens talked without
being recognized by the Chairman, the remarks and concerns were
essentially the saroo as expressed at the public hearing held
two weeks ago, Dolores fueller and Elrrer Sandstoe spoke against
the proposal. The audience becaroo very unruly, loud, and disruptive,
whereupon Councilman Trautmann IIDved, seconded by Councilman Stoffel
to limit debate and call for the question. Ayes, Trautrmnn, Trutna,
Stoffel, Shannon, Legler; Nayes, Liska, Karnick, Collins.

Trautmann to pass the third and final reading of the aroondment ORDINANCE SEe. 10.19
to the Ordinance, Sec. 10.19, Subd. 28, Industrial Park, to pennitINDUSTRIAL PARK
construction of a facility for the raising of small animals for
research purposes in the Industrial Park. Ayes, Trautmann,
Stoffel, Shannon, Legler; Nayes, Trutna, Liska, Karnick, Collins.
The Mayor voted in the affinnati ve, breaking the tie vote. Motion
carried.
The Mayor called a ten minute recess at 8: 15 P. M. The
Council reconvened at 8:25 P.M.

931 W. 15th Street, to allem him to do lettering, art work,
layouts, drawings, and small sign painting in a proposed
addi tion to the garage. Ayes, 7; Nayes, Liska.
APPROVE VARIANCE WADING Moved by Councilman Stoffel, seconded by Councilman
1XXX MASTER, INC. lEgler to approve the variance for Master, Inc. to allem for a
MarION FAIIS 30 foot loading dock length conditioned upon Master, Inc. re-
IOOving the tractor fran the trailer when in the loading dock, and
that Master, Inc. pay for extending the curb in front of the lIRA
parking lot to bring that curb into the same aligrxnent as the n
curb in front of the Master, Inc. existing building. Ayes, Liska,
Stoffel, Karnick, Collins, Legler; Nayes, Trautmann, Trutna,
Shannon. Motion failed, lack of 3/4 vote needed for a variance. __

Al Sieben. Mr. Sieben proposes to dedicate that portion of the
vacated Fann Street right-of-way adjacent to his property and

put and obtain citizen participation on the CDBG Program. One

at the beginning of the Planning Conmission meeting. Ayes, 8;

Shannon to approve the sale of 3.075 acre tract of land to
Pain Control, Inc.

Karnick to postpone to the Council meeting of September 4, 1979
the decision regarding the sale of land to Pain Control, Inc.

Moved by Councilman Stoffel, seconded by Councilman
Shannon to accept the resignation of Tamsen Aichenger fran the
Housing and Redevelopment Authority. Ayes, 8; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Shannon to appoint William Johnston, 1310 W. 17th Street to the
HRA to fill the unexpired tenn of Tamsen Aichenger, which tenn
expires 9/22/81. Ayes, 8; Nayes, none.
Moved by Councilman Stoffel, seconded by Councilman
Legler to approve the contract for administrative services
between the City of Hastings and the Housing and Redevelopment
Authori ty of Dakota County. Copy of contract on file in office
of City Administrator. Ayes, 8; Nayes, none.

Legler to approve the purchase of a van, as a back up vehicle,
for the TRAC bus service. '!he State will pay 90% of the total
cost (~, 113 .49) and the City pay 1(JJk or ~ll. 35 of the cost.

Trautmann to authorize the advertisement for bids for the pur-
chase and reIlDval of the home located at 1439 Brittany Road.
