HomeMy WebLinkAbout07-16-79 Hastings, Minnesota July 16, 1979 96 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, July 16, 1979 at 7: 30 P. M. in the Council Chanbers of the Ci ty Hall. Marbers present: Councilmen Trautmann, Trutna, Liska, Stoffel, Shannon, Karnick, Collins, Legler, and Mayor Petersen. I Marbers absent: None. The Mayor called for additions or corrections to the minutes of the meeting of July 2, 1979 and hearing none declared the minutes approved as read. The Mayor informed the Council and audience that Larry Rasmussen, a representative fran Pain Control, Inc., would not be at the Public Hearing as previously planned. Mr. Rasmussen was to be at the Hearing to provide infor- mation to the Council and the public regarding the proposed facility in the Industrial Park. The Mayor suggested that the Hearing be continued to the August 6, 1979 Council meeting when Mr. Rasmussen would be present. Moved by Councilman Stoffel, seconded by Councilman Tratumann to continue to the Council meeting of August 6, 1979,. the public hearing on the amendment to the ordinance, Section lO.19-Industrial Park, to allow the facilities for the raising of animals for experimental purposes. I Moved by Councilman Shannon, seconded by Councilman Stoffel to approve the special use permit request submitted by Jim Caturia to have a Wheel Alognment Shop in the old Armory building, 3rd & Sibley Streets, with the provision that a fire door be installed separating the sign shop and the garage facility, that a second entrance/exit be constructed and that approved equipment installations be completed prior to the operation of the business. Also, the ONIlers obtain final approval from the Ci ty Building Inspector and Fire Department. Ayes, 8; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Legler to grant a variance to allaw for three parking stalls, as apposed to eight as required in the ordinance, for the Wheel Alignment Shop in the old Annory building. Ayes, 8; Nayes, none. Moved by Councilman Trautmann to deny the special use permit request fran Kathleen Tanner to operate a Pre-school Kindergarten in her hane. Motion failed for lack of a second. Moved by Councilman Legler, seconded by Counci1man Liska to approve the special use permit request for Kathleen Tanner to conduct a Pre-school Kindergarten in the basarent of their hane they intend to purchase at 1220 Honeysuckle Lane. Ayes, 6; Nayes, Trautmann, Liska. Moved by Councilman Karnick, seconded by Councilman Legler to approve the Hane Occupation Permit for Kathleen Tanner, as stated in the above motion. Karnick to approve a fill permit for Roger Reuter, East 1st St. & Washington Street, subject to the EQ3's cooments and Mr. Reuter's letter as received on July 11, 1979 Ayes, 8; Nayes, none. Mr. Tan lDucks gave a status report on the progress of the Canprehensive Plan update. Legler that the Council go on record in support of the rnarorial races to be held for Terry Huberty, to include the closing of necessary roads, etc. Details to be worked out with the Police, Street, Fire, and Antmlance Departroonts of the City. AIXPr NEW AMBULANCE RATES Moved by Councilman Liska, seconded by Councilman Trutna to adopt the nav schedule of anbulance rates as set forth in Proposal #3, to take effect on Septamer 1, 1979. PARrICIPATE IN SHADE Moved by Councilman Legler, seconded by Councilman TREE PR!XJRAM Stoffel to authorize the City of Hastings' participation in the State of Minnesota 1979 Shade Tree Program.
