The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, July 2, 1979 at 7:30 P.M. in the Council Chanbers of the
City Hall.
Merrbers present: Counci1men Trautmann, Trutna, Liska, Stoffel,
Shannon, Karnick, Collins, Legler, and Mayor
Petersen.
MenDers absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of June 18, 1979 and hearing none declared the minutes approved as read.
FIRST READING AMEND
IND. PARK ORDINANCE
CAlL FDR PUBLIC
HEARING
Moved by Councilman Trautmann, seconded by CounciJrnan
Trutna to pass the first reading of the amendment to the ordin-
ance, Section 10.19, Subd. 2 - Industrial Park, to allow the
facilities for the raising of animals for experimental purposes,
provided the facility is designed to meet applicable health and
sani tary standards , that no odor could be discernable beyond
the property line of the site, and that all necessary licensing
requirements are met. Further, that a Public Hearing be called
regarding this amendment for Monday, July 16, 1979 at 7:30 P.M.
in the Council Chanbers of the City Hall. Ayes, 8; Nayes, none.

Karnick to approve the granting of a Fill Penni t for Tan Berg,
on Lot 4, Block Ill, Original To.vn of Hastings. Ayes, 8;

Moved by Councilman Karnick, seconded by Councilman
Legler that the Council's order of June 18, 1979 to rerrove the
fill fran above mentioned lot be withdrawn to allON Mr. Berg
to proceed with the grading operation in conformance to the
Fill Penni t . Ayes, 8; Nayes, none.
The City Planner informed the Council of a proposed
developnent prqJosal in Marshan Township. Mr. Burns felt that
the developnent would not create the need for premature
extension of public services, therefore the City would not
need to oppose the developnent.

Moved by Counci1man Shannon, seconded by Councilman
Collins to hold over to the meeting of July 16, 1979 the
request fran the U. S. Post Office to relocate the mail boxes
on Ramsey Street. Ayes, 8; Nayes, none.
Moved by Counci1man Collins, seconded by Councilman
Karnick to appoint Leonard Freiennuth as a men:ber of the Plann-
:Lng Cannission to fill the Wlexpired term of Art Groth, which
expires Deceni>er 31, 1979 . Ayes, 8; Nayes, none.
Moved by Councilman Stoffel, seconded by Councilman
Shannon to accept the resignation of David Frauenshuh fran the

The DAV-Swanson Foss Chapter request for a GanDling
License was held over to the meeting of July 16, 1979.
Moved by Councilman Shannon, seconded by Councilman
Collins to extend the date for filing for SAC refunds and to
publish the SAC Refund Application Notice again with the
deadline to be July 31, 1979. Ayes, 8; Nayes, none.
Moved by Councilman Stoffel, seconded by Councilman
Legler to approve the changes in the Personnel Policy as
recoomended by the City Administrator, as follcms. Ayes, 8;
Nayes, none.
Section 36. SEVERANCE PAY
