The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, June 18, 1979 at 7: 30 P.M. in the Council Chani:>ers of the
Ci ty Hall.
ME!I1bers present: Councilmen Trautmann, Trutna, Liska, Stoffel,
Karnick, Collins, and Mayor Petersen.

ME!I1bers absent:
The Mayor called for additions or corrections to the rrdnutes of the
meeting of June 4, 1979 and hearing none declared the minutes approved as
presented.
The Mayor opened the public hearing on the rezoning of
property located on the south side of West 23rd Street, from an
R-3 zoning district to an R-l zoning district, legally described
as follONS: The north 120 feet of the west i of the southeast -!
of Section 32, Twp. 115, Range 17, Dakota County, lying easterly
of Pleasant Drive and westerly of Country Estates Addition, at
7: 35 P. M. The legal notices of the hearing were read into the
record. A representative from the First Baptist Church stated
that they have no objections to the rezoning. No one appeared in
opposition. '!he Mayor closed the hearing at 7:40 P.M.
Moved by Counci1man Stoffel, seconded by Counci1man
Trautmann to pass the third and final reading of the amendment
tothe Zoning Ordinance to rezone the property located on the
South side of West 23rd Street from an R-3 zoning district to
an R-l zoning district. (legally described above) Ayes, 6;
Nayes, none.

Moved by Councilman Stoffel, seconded by Councilman
Karnick to approve the Special Use Permit for Dakota County to
replace two existing fuel storage tanks with larger t~ at
their facility on County Road #47. AYffi, 6; Nayes, none.
Moved by Councilman Karnick, seconded by Councilman
Stoffel to revoke the Special Use Permit issued to the Coop
Elevator on October 7, 1974 because of their failure to comply
with the conditions attached to the approval of the permit when
issued. Ayes, 6; Nayes, none.
Moved by Councilman Liska, seconded by Counci1man
Stoffel that a Canni ttee be appointed to study the disposition
of chemicals and pollutants and formulate an ordinance covering
same. Ayes, 3; Nayes, 4. Motion fai led.
Moved by Councilman Stoffel, seconded by Councilman
Liska that the Staff initiate a study of the condition of the
structure at 700 E. 2nd. Street for the purpose of possible
conderma tion and reIIDval. Ayes, 6; Nayes, none.
Councilman Legler arrived at the meeting at 7:50 p.m.

Moved by Councilman Trutna, seconded by Councilman
Karnick to reconsider Star Realty's request for a variance from
the sign height requirement in the Sign Ordinance, which was
denied at the Council meeting of June 4, 1979. Ayes, 7;
Nayes, none.
Moved by Councilman Liska, seconded by Councilman
Stoffel to adjourn reconsideration of this request until a full
Council is in attendance. Ayes, 2; Nayes, 5. Motion failed.
Moved by Councilman Trautmann, seconded by Councilman
Karnick to approve the variance from the sign height requirement
for Star Realty as per the recommendation of the Planning
Cannission. Ayes, 5; Nayes, Liska, Stoffel. Motion failed, lack
of six affirmative votes.

Liska to authorize the City Attorney to initiate condemnation
proceedings for the necessary easements on the Pleasant Drive
Bridge Project, and to hire appraisers in accordance with the
