The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, June 4, 1979 at 7:30 P.M. in the Council Chanbers
of the City Hall.
Members present: Councilmen Trautmann, Liska, Stoffel, Karnick,
Collins, Legler, and Mayor Petersen.

Members absent: Councilmen Trutna and Shannon.
The Mayor called for additions or corrections to the minutes of the
meetings of the SI:ecial meeting of May 21, 1979; the Board of Equalization
meeting of May 21, 1979 and the regular Council meeting of May 21, 1979, and
the Mayor on hearing no objections declared the minutes approved as presented.
Moved by Councilman Collins, seconded by Councilman
Stoffel to adopt the resolution awarding the bid for the 1979
Utili ty Construction to the lon bidder, Richard Knutson, in the
arrount of $431,526.77. Copy of resolution on file in the
office of the City Clerk. Ayes, 6; Nayes, none.
Moved by Councilman Collins, seconded by Councilman
Karnick to adopt the resolution awarding the bid for the 1979
Street Construction to the only bidder, Pine Bend Paving, Inc.
in the arrount of $299,871.00, including bid Alternate #1. Copy
of resolution on file in the office of the City Clerk. Ayes, 6;-
Nayes, none.
Moved by Councilman Stoffel, seconded by Councilman
Liska to adopt the resolution authorizing the Bond Sale for the
1979 Improvements. The bids to be opened on July 17, 1979 at
5:00 o'clock P.M. at City Hall. Ayes, 6; Nayes, none.

The Mayor opened the public hearing regarding the
Carmuni ty Developnent Hastings Neighborhood Rehabilitation wan
and Grant Program at 7:50 P.M. The legal notice of the hearing
was read into the record. Mr. Bob Porter of the Dakota County
IffiA gave a brief presentation explaining the Carmunity Develop-
ment Block Grant Program, and then asked for cooments or ques-
tions fran the audience. Mr. Peter Mi tzuk, E. 1st Street,
expressed thanks to the Council and the people responsible for
submi tting the Grant application for East Hastings. He asked
Mr. Porter what the maximum incane was to qualify for a loan
or grant. Mr. Porter explained that loans were based on 8CIfo
of the median incane, for a family of four, of $21,000 or
$16, 160. Grants were based on 50% of the median incane. After
all people present had an opportunity to be heard the Mayor
closed the hearing at 8:05 P.M.

Legler to adopt resolution #240 which approves and adopts the
Dakota County Housing Assistance Plan. Copy of resolution on
file in City Clerk's office. Ayes, 6; Nayes, none.

Karnick that the City approve the full application for CDOO
wan and Grant Program. Copy of resolution on file in office
of the City Clerk. Ayes, 6; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Collins to approve Star Realty's request for a variance fran the
sign height requirement in the Sign Ordinance, conditioned upon
the execution of the document mentioned in the City Attorney's
letter. Ayes, 5; Nayes, Liska. Motion defeated as IIDtion needed
six votes to pass.
Mr. Spangler withdrew his hane occupation request, no
action was necessary.

Stoffel to authorize the Planner to approve lot line re-arrange-
ments and minor subdivisions with the follo.ving stipulations:
1. That this process be only considered appropriate for the l.ot
line re-arranganents that have the result of creating no roore than
three re-arranged lots. Property line splits resulting in four or
roore lots should go through the formal replatting process.
2. That the Council have the final approval of all such lot line
re-arranganents, Planning Comnission review or public hearings are
unnecessary. Ayes, 6; Nayes, none. -

'!he: Council was in receipt of a Petition signed by 25
neighbors requesting the Council to reconsider the Special Use
Penni t of Mary Kirzan, 1339 W. 18th Street, to operate a limited
child care facility at the above address. Tthe Council had
denied the request at the Council meeting of May 21, 1979.
Moved by Councilman Legler, seconded by Councilman
Stoffel to reconsider the request of Mary Krizan to operate a
day care center in her hane. Ayes, 6; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Legler to approve the special use penni t for Mary Krizan to
operate a day care center in her hane at 1339 W. 18th Street.
Ayes, 5; Nayes, none; Abstain, Uska. Motion carried.

Ha.fE OCCUPATIOO Trautmann that the special use permit granted to Mary Krizan to
operate a day care center be classified as a home occupation for

Collins to extend the Building Moratoriun to Septeni>er 30, 1979,
on the areas described in the Moratorium which is nON in effect
until!~June 30, 1979; the areas as described in the Moratorium
which was adopted by the City Council on June 26, 1978; and the
areas as described in the rrotion adopted by the Council on

A Petition signed by 145 residents of the City was
received by the Council, requesting the City of Hastings to
reopen the "Back Road" which runs fran Highway #61 in an easterly
direction through the Minnesota Veterans Hane and links up with
State Highway #291. .

petition by contacting the proper people and request that the
