The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, April 16, 1979 at 7: 30 P. M. in the Council Chani:>ers of the
Ci ty Hall.
Manbers present: Councilmen Trautmann, Trutna, Liska, Stoffel,
Shannon, Karnick, Collins, Legler and Mayor
Petersen.
MenDers absent:
None.
The Mayor called for additions or corrections to the minutes of the
meeting of April 2, 1979. The minutes were approved as amended.
The Mayor opened the Public Hearing on the Vacation of
all of the alley in Block 107, Town of Hastings, at 7: 30 P. M.
The legal notices of the hearing were read into the record. No
one appeared in opposition to the vacation of said alley. The
Mayor closed the hearing at 7: 95 P. M.
Moved by Councilman Trautmann, seconded by Councilman
Trutna to adopt Resolution #229-79 which vacates all of the
alley in Block 107, Town of Hastings. Ayes, 8; Nayes, none.
The Mayor opened the Public Hearing on the 1979 Street
and Utility Improvanents at 7:35 P.M. The legal affidavits of
the hearing were read into the record. The Mayor explained that
the City Engineer would review each project and anyone desiring
to be heard with reference to any project would be given the
opportuni ty to do so.
Moved by Councilman Shannon, seconded by Councilman
Stoffel to accept and approve Projects 1, 2, and 11. Motion and
second 'wi thdrawn.

Trutna to accept and order in Project #1: 4th Street West of
Pleasant to the City Limits - Grading, Gravel, Surfacing, Curb
Gutter, Sanitary Sewer, Watermain, and Storm Sewer. Ayes, 8 ;
Nayes, none.
Moved by Councilman Stoffel, secondeq by Councilman
Shannon to accept and order in the Project: Dakota Hills 5th
Addi tion - Grading & Storm Drainage, Sanitary Sewer, and Water-
main. Ayes, 8; Nayes, none.
Moved by Councilman Shannon, seconded by Councilman
Stoffel, to accept and order in the Project #3: 23rd Street,
Westview to Pleasant - Surfacing, Curb and Gutter and Drainage
Services. Ayes, 8; Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Liska to accept and order in Project #4: Ashland Street fran
3rd Street to 4th Street - Grading, Gravel Base, Storm Drainage,
Hi tuminous Surfacing, and Curb and Gutter. Ayes, 6; Nayes,
Collins and Legler. Motion fails for lack of 7/8 vote.
Moved by Councilman Liska, seconded by Councilman
Trutna to continue consideration of the Whispering Lane project
to the meeting of May 7, 1979 to allem Mr. & Mrs. Schumacher,
along with their Attorney, to study the improvements proposed in
this area, which affect their property. Ayes, 8; Nayes, none.

Collins to reconsider Project #4 - Ashland Street from 3rd St.
4th St. - Grading, Gravel Base, Storm Drainage, Bituminous
Surfacing, and Curb and Gutter. Ayes, 7; Nayes, Collins.
