The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, March 19, 1979 at 7: 30 P. M. in the Council Chambers of the
City Hall.
Merrbers present: Councilmen Trautmann, Trutna, Stoffel, Shannon,
Karnick, Legler, and Mayor Petersen.

Councilman Collins.
The Mayor called for additions or corrections to the minutes of the
meeting of March 5th and March 12th, 1979 and hearing none declared the
minutes approved as presented.
The Mayor's opening statement.
This is roughly the statement that I was going to make at our last
meeting regarding the Lake Rebecca Project but was prevented in doing so by
Mr. Shannon's rrotion to "call the question".
I am concerned not by the advantages or disadvantages of the Lake
Rebecca Project but by the Council's fiscal irresponsibility in directing
the condemnation of lands needed for this project without providing the extra
rroney needed to do so.
Apparently the majority of the Council feels that the extra rroney
needed for land acquisition will be obtained through the acquisition of more
grant funds fran sources not approached previously.
The Staff has not found this supposition to be true as yet.

Besides the Southwest Ponding Basin Flood Control Project that we
have tentatively approved to date, there are other projects that need correc-
tion and resulting funding that the Council is going to have to resolve in
the near future. Some of these projects are:
(1) The "Green Acres" portion of seven improvement bonds, the first of which
is being closed out this year and the City will have to payZ\bout $73,000.00
for its portion since the fam land assessed' 'has Bot_been sold as yet.
'(2) The Northwest Ponding Basin Improvement Project will have to be ordered
in the next year in my estimation, since this problem is a greater "life/death"
si tuation that what we have in the "Southwest Project".
(3) '!he next stonn sewer problem that should be corrected is the 15th Street/
Sibley Street/Ramsey Street area.
(4) Our Sanitary Sewer System is now being studied and no doubt that study
will recaIIrend the replacement of sane of our present lines.
'\'0 Which brings us back to the Lake Rebecca Project, I would suggest that
we let the staff further investigate the possibility of getting rrore funds fran
other sources and report progress at our next meeting on April 2, 1979.

If no or not enough funds are available, the Council should order a special
election for popular approval of spending about $75,000.00 (?) rrore on the
project. In addition, it should be emphasized that the Corps of Engineers
estimate of about $20 ,000.00 per year for annual maintainance and replacement
costs for this area will make our budget setting process much rrore difficult.
This item is, indeed, an important part of the cost of the project.
Tom Loucks, of Loucks and Associates, was present at
the Council meeting to brief the Council on critical areas
planning. Moved by Councilman Trutna, seconded by Councilman
Shannon to accept the plan, ordinance, and Capital Improvements
Program and authorize the submission of same to the Metropolitan
Council to begin the review pI'(!>'cess. Ayes, 6; Nayes, none.

of Roseau regarding Flood Plain Management Requirements.

Trautmann to approve a hare occupation permit for Terry Redlin,
1024 W. 14th St., to sell his Wildlife Art and Limited Edition
Prints fran his hane. Ayes, 6; Nayes, none.
Moved by Councilman Legler, seconded by Counci1man
Karnick to approve a hane occupation permit for James Minder,
1224 Hillside Court, to operate a photography studio in his
hare. Ayes, 6; Nayes, none.

Trutna to adopt Resolution #225 awarding the bid for a pick-up
truck for the Water Dept. to Joe O'Brien Chevrolet-Cadillac, Inc.
Bid price of $3,370.31, less trade-in of $3, OOO;;T31 for a net
bid of $6,370.00. Ayes, 6; Nayes, none.

Trutna to authorize the advertisement for bids for a Squad car
for the Police Dept. . Bids to be opened on April 16, 1979 at
11:00 A.M. and consider for award at the Council meeting of
April 16, 1979 . Ayes, 6; Nayes, none.

Karnick to authorize the advertisement for bids for a tractor
for the Parks Dept. Bids to be opened on April 12, 1979 at
10:00 A.M. and considered for award at the Council meeting of

Shannon to' authorize the advertisement for bids for the removal
of diseased elm trees under the 1979 Shade Tree Program. Bids
to be opened at 10 :00 A.M. on April 16, 1979 and considered for
award at the Council meeting of April 16, 1979. Ayes, 6;

effective Marcl1 20, 1979 at an annual salary of $13,600 with the
