The City Council of tile City of Hastings, Minnesota met in a regular
rooeting on Monday, February 5, 1979 at 7: 30 P. M. in the COllllCil Cbarrbers of
the City Hall.
Merrbers present: Councilroon Trautmann, Trutna, Novak, Stoffel,
Shannon, Karnick, Collins, Legler and Mayor
Petersen.
MEmbers absent:
None.
The Mayor called for any additions or corrections to the minutes of
the rooeting of January 15, 1979 and hearing none declared the minutes approved
as presented.

,.- Shannon to pass the second reading of the amendment to the City
Code, Chapter 9, entitled "Public Protection, Crimes and Offenses"
by changing Subd. 3 of Section 9.04 to define authorized private
receptacles. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman ORDINANCE #100
Collins to pass the second reading of the aroondment to the City SECDND READING AMEND
Code, Chapter 8 entitled "Parking Regulations" by changing CHAP. 8 CI'lY CDDE
Sec. 8.13 to restrict parking in excess of 72 hours; by repealing
Sec. 8.14 relating to parking restriction; and by adopting by
reference City Code, Chapter I and Section 8.99. Ayes, 8 ;
Nayes, none.
'!he Mayor opened the Public Hearing on the propooed
use of $40,000 Federal Revenue Sharing Funds at 7:30 P.M. The
legal notices of the hearing were read into the record. Cooments
were received from citizens requesting that the $40,000 be
designated to the Southwest Ponding Basin and Trunk Storm Sewer
Study. A petition was presented to the Council signed by 250
people requesting that $5,000 of Federal Revenue Sharing flunds be
allocated to the Hastings Bicycle/Pedestrian Safety Program.
'!he Mayor explained that this hearing was only to consider the
allocation of funds for the Southwest Ponding Basin and Trunk
Storm Sewer Study, and that if the Council decided to consider
using sane of the money for the Bicycle Safety Program a public
hearing would have to be held for that purpooe. Everyone was
given the opportunity to be heard after which the Mayor closed
the public hearing at 8:00 P.M.

Stoffel to allocate $35,000 of Federal Revenue Sharing Funds
to the Southwest Ponding Basin and Trunk Storm Sewer St~dy.

Trutna to call for a public hearing on March 5, 1979 at 7:30 p.m.
in the Council Chambers of the City Hall to consider the I
proposed use of $5,000 of Federal Revenue Sharing Funds for the
Hastings Bicycle/Pedestrian Safety Program. Ayes, 8; Nayes, none.

HIRE ENGINEER AIDE III Moved by Councilman Novak, seconded by Councilman
~ PEDERSON TO Legler to approve the kanployment of RDnald Bumann as an
AIDE IV Engineering Aide III at a salary of $13,600 per year effective
March 1, 1979, also to approve the promotion of Steve Pederson
to Engineering Aide IV at a salary of $14,700 per year effective
