HomeMy WebLinkAbout01-15-79 Hastings, Minnesota January 15, 1979 20 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, January 15, 1979 at 7:30 P.M. in the Council Chanbers of the City Hall. Members present: CounciJJren Trutna, Novak, Stoffel, Shannon, Karnick, Collins, Legler, and Mayor Petersen. r, I i Merrbers absent: Counci1man Trautmann. The Mayor called for additions or corrections to the minutes of the meeting of January 8, 1979 and hearing none declared the minutes approved as read. A Petition was presented to the Council, signed by 200 citizens, re- questing that Revenue Sharing Funds previously allocated to the Westview Mall Street Lights be diverted to the Southwest Ponding Basin Project. After a dis- cussion the folla.ving rrotion was made. <:::0 Moved by Councilman Collins, seconded by c6uncilman Novak to allocate $23,000 (instead ot:$40 ,000) tcmard the Westviw Mall Street Lights with the provision that the remain- ing dollar amount be assessed to the benefited Commercial property only. The $17,000 renaining to be included in the Public Hearing regarding proposed use of Revenue Sharing Funds. Also, that a Public Hearing be called for Monday, February 5, 1979 at 7:30 P.M. in the Council Chambers of the City Hall for the proposed allocation of the follcming funds: $5,000- previously set for YAC; $17,000 - previously set for Street Lights; and $18,000 - not previously allocated. [I Moved by Counci1man Novak, seconded by Counci1man Karnick to adopt the resolution awarding the bid for the W~t- view Mall Street Lights to Peoples Electric Canpany, the l~~t bidder. Moved by Councilman Stoffel, seconded by Councilnan Legler to approve the follcming appointments to the Planning Carrnission. Patti Collins Bultman for a two year term which expires on Decerrber 31, 1980; Gary Hughes for a one year term which expires on Deceni:>er 31, 1979. Ayes, 7; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Karnick to approve the following appointments to the Natural Resources Comnis Sian. John Sanstead and Mrs. Robert Bali tz for two year terms which expire December 31, 1980; Peter Folch for a one year term which expires on Decerrber 31, 1979. Moved by CoWlcilman Novak, seconded by Councilman Trutna to authorize the City Administrator to advertise for the Parks Dept. vacancy. Ayes, 7; Nayes, none. Moved by Councilman Novak, seconded by Councilman Trutna to approve Change Order #3 in the amount of $3, 700 for necessary work and labor performed by contractor in installing the 21st Street water stub which was not included in the original plans. Ayes, 7; Nayes, none. o Moved by Councilman Collins, seconded by Councilman Karnick to adopt resolution #211 authorizing final payment to FisCher Sand & Aggregate Canpany., in the amount of $23,155. Db for the canpleted work on the Old Mill Park. (Vermillion Park Falls) A portion of the final payment will be withheld until miscellaneous work is satisfied in the Spring. Ayes, 7; Nayes, none. Moved by Councilman Shannon, seconded by Councilman Collins that a special infonnational meeting be held for all interested persons on February 13, 1979 in the Council Chanbers of the City Hall, regarding the Barr Report on the Southwest Ponding Basin Study. Moved by CDuncilman Trutna, seconded by CDuncilman Shannon to pass the first reading of the amendment to the Ci ty CDde, Chapter 9, entitled "Public Protection, Crimes and " Offenses" by changing Subd. 3 of Section 9.04 to define author- ized Private Receptacles. Ayes, 7; Nayes, none. Moved by CDuncilman CDllins, seconded by CDuncilman Karnick to pass tl,1e. first reading of the amendment to the City Code, Chapter 8 entitled "Parking Regulations~' b,<changing Sec. 8.13 to restrict parking in excess of 72 hours; by repealing Sec. 8.14 relating to parking restriction; and by adopting by reference City CDde Chapter I and Section 8.99.
