Members present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick, Trutna, Klimek, Bond and Mayor Stoffel. Members absent: None. Moved by Councilman Klimek, seconded by Councilman Kulzer to accept the surrendering of the liquor license that is currently held in the name of Lawrence Jensen for 2101 Vermillion Street - Vermillion Bottle Shop. Assistant City Attorney Jim Storkamp presented a letter from Mr. Jensen to the City Council stating that he wished to surrender the Off-Sale liquor license. Ayes, 8; Nayes, none. Moved by Councilman Legler, seconded by Councilman Kulzer to issue a liquor license at 2101 Vermillion Street - Vermillion Bottle Shop to Arne and Dorothy Tunheim. Ayes, 8; Nayes, none. The meeting was recessed until 7:30 P.M. LIQUOR LICENSE - 2101 VERMILLION STREET The Mayor called for additions or corrections to the minutes of the meeting of December 7, 1981 and hearing none declared the minutes approved as presented. Moved by Councilman Trutna, seconded by Councilman Klimek to pass the Third Reading to the Amendment of Section 10.19 Subdivision 2C. Ayes, 8; Nayes, none. Moved by Councilman Bond, seconded by Councilman Trutna to issue a Home Occupation Permit for a business office in the home at 2310 Westview Drive - Arthur Morin. Ayes, 8; Nayes, none. Moved by Councilman Pike, seconded by Councilman Kulzer to reappoint the following Planning Commission and Natural Resources and Recreation Commission members. Ayes 8; Nayes, none. Jim Lewanski Ken Hoeschen Peter Folch Moved by Councilman Trautmann, seconded by Council- man Kulzer to accept the resignations of Leonard Freiermuth, Daniel Von Feldt, and Phillip Kunkel. Authorization was given to advertise for the 3 vacancies on the Planning Commission and 1 vacancy on the N.R.R.C. Ayes, 8; Nayes, none. Moved by Councilman Bond, seconded by Councilman Klimek to authorize the advertisement for a 1982 ~ ton pickup truck for the Waste Water Department. Bid to be awarded on January 18, 1982 at 7:30 P.M. Ayes, 8; Nayes, none. Moved by Councilman Klimek, seconded by Councilman Kulzer to accept the resignation of Jim McNamara, Assistant Building Inspector effective December 31, 1981. The Council wishes to express its thanks to Mr. McNamara for his services. Ayes, 8; Nayes, none. Moved by Councilman Trautmann, seconded by Council- man Trutna to adopt Resolution #66-81 entering into a contract with the Minnesota Department of Transportation for the 1982 para-transit system. The use of Roadside Park to be limited to ten (10') feet from the trees to the street (Highway 55). This ordinance would include the Natural Resources and Recreation Commission recommendations with the exception of allowing no alcoholic beverages in the park. Fire Chief Latch and Police Chief Plath were requested to review the matter and report back to the Council at this meeting. Ayes, 8; Nayes, none. Moved by Councilman Pike, seconded by Councilman Klimek to accept the Cable Television Proposals from the following companies and to direct the consultant to proceed with the evaluation process. Spiral Bridge Cable Hastings Cable TV (Telephone and Data systems) Moved by Councilman Trautmann, seconded by Councilman Pike to table the Veterans Home request to be a separate voting district in the First Ward until the January 4, 1982 regular City Council Meeting. Staff was requested to look into employees needed, hours to be worked and other related matters. Ayes, Kulzer, Trautmann, Pike, Klimek, Bond; Nayes, Legler, Karnick, Trutna. Motion to table passes. o Moved by Councilman Trutna, seconded by Councilman Karnick to set the 1982 Part Time Wages as follows. This reflects a 9% increase in the hourly wages. Ayes, 8; Nayes, none. Assessment Clerk Police Secretary Parks Labor Police Secretary Transit Drivers $7.00/hour $6.11/hour $5. 77/hour $5. 78/hour $4.74 to $5.07 Range Moved by Councilman Trutna, seconded by Councilman Legler to increase the Parks and Transit Secretary salary for 1982 from $11,000 to $11,454. Moved by Councilman Trautmann, seconded by Councilman Klimek to amend the motion, opening up all the 1982 non-union salaries. Ayes, 0; Nayes, 8. o The vote on the main motion was taken. The year end meeting of the City Council was set for December 30, 1981 at 5:00 P.M. in the Council Chambers of the City Hall.
