The City Council" of the City of Hastings, Minnesota met in a regular
meeting on Monday, October 19, 1981 at 7:30 P.M. in the Council Chambers of the
Ci ty Hall.
Members present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick,
Trutna, Klimek, Bond and Mayor Stoffel.
Members absent:
None.

The t~yor called for additions or corrections to the minutes of the
meeting of October 5, 1981 and hearing none declared the minutes approved as
presented.
Moved by Councilman Trautmann, seconded by Council-
man Legler to accept the bids on the softball baseball complex
as received on the October 15, 1981 opening. Ayes, 7; Nayes,
Bond.
ACCEPT BIDS - SOFTBALL
BASEBALL COMPLEX
Moved by Councilman Trautmann, seconded by Council- TABLE AWARD - SOFTBALL
man Trutna to table the awarding of the bids for the softball BASEBALL COMPLEX
baseball complex until the November 2, 1981 regular City Council
Meeting. Ayes, 8; Nayes, none.
Moved by Councilman Pike, seconded by Councilman
Kulzer to pass a resolution awarding the bids for the hockey
rink construction at Wilson Park, behind the Civic Arena, and
Kennedy School. Five bids were submitted. The bid was awarded
to Sieben Construction Company, the lowest bidder, in the
amount of $15,850.08. This project will be cost shared with
the school district. Ayes, 8; Nayes, none.
RESOLUTION #47-81.
AWARD BIDS HOCKEY RINKS
Moved by Councilman Trutna, seconded by Councilman
Klimek awarding the bid for the enclosure of the Lions Park
Shelter. Four bids were submitted. The bid was awarded to
Sieben Construction, the lowest bidder, in the amount of
$3,353.11. Ayes, 8; Nayes, none. "
RESOLUTION #48-81
AWARD BID LIONS PARK
SHELTER
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to interpet the purpose and intent of the zoning
ordinance as permitting a surveyor's office, "with rental
space, in the Industrial Park District. On the grounds that
in connection with this project there is substantial garage
and storage of equipment, which fits in with general
characteristics of the Industrial Park. Ayes, 8; Nayes, none.

Moved by Councilman Klimek, seconded by Councilman
Pike to allow the replacement of the telephone booth at the
northeast corner of the intersection of 2nd & Sibley Streets.

SECOND & SIBLEY STREET
REPLACEMENT OF TELEPHONE
BOOTH
Moved by Councilman Karnick, seconded by Councilman
Trutna to pass a resolution agreeing that the City of Hastings
will provide 33.33% of the non-federal funded portion of the
actual operating deficit for the 1981 existing contract with
the State of Minnesota for the Para-Transit Program. Ayes, 8;
Nayes, none.
RESOLUTION #49-81
TRANSIT
Moved by Councilman Pike, seconded by Councilman INDUSTRIAL PARK SALE -
Kulzer to enter into a purchase agreement for Lot 1, Block 1 JOHN DWYER
in the Industrial Park #2 with Mr. John Dwyer. The City accepts
the terms as addressed in the purchase agreement and has set
the interest rate to be 1~% over the bond sale rate. The bond
sale date has been set for October 26, 1981. The Council
further authorizes the Mayor and City Clerk to execute any and
all documents required to close the transaction on the terms and
conditions as set forth in the purchase agreement as presented.
