The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, October 5, 1981 at 7:30 P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Legler, Kulzer, Trautmann,
Pike, Karnick, Trutna, Klimek, Bond and
Mayor Stoffel.
Members absent: None
The Mayor called for corrections or additions to the minutes
of the meeting of September 21, 1981 and hearing none declared the
minutes approved as presented.
The public hearing was opened by the PUBLIC HEARING
Mayor at 7:31 P.M. to consider how entitlement funds
are to be used and the entire budget of the City of
Hastings. The legal notices of the hearing were
read into the record by the City of Hastings. The

by the City Administrator. The Mayor asked if anyone
wished to speak on the issue. Bob Schommer requested
funds for a city baseball team. Mr. Cooper explained
the "Lake Isabel Restoration Project for funding to be
considered for that project. Everyone w1shing to
speak was given the opportunity to do so. The Mayor
closed tae hearing at 7:52 P.M.
Moved by Councilman Legler, seconded by
Councilman Karnick to approve the variance request
by John Majeski at 3rd & Washington Street for a
side setback for a garage, per the Planning Commis-
sion's recommendation. Ayes, 8; Nayes, none.
Moved by Councilman Bond, seconded by
Councilman Karnick to approve the request for a one
year's extent ion for the deadline of filing a final
plat for the Rivers Edge Development. Ayes, 8;
Nayes, none.
Moved by Councilman Legler, seconded by
Councilman Klimek to adopt the Comprehensive Plan
for the City of Hastings. Pursuant to the 1976
Metropolitan Land Planning Act. Ayes, 8; Nayes,
none.
Moved by Councilman Legler, seconded by
Cduncilman Trutna to approve the adoption of the
Mississippi River Corridor Area Plan for the City
of Hastings. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded
by Councilman Kulzer to have the Planning Commis-
sion review the alley vacation petition for the
alley between 12th ~ 13th and Spring and Ashland
Streets and schedule a public hearing for the
November 2, 1981 Council meeting. Ayes, 8; Nayes,
none.

NOW, THEREFORE BE IT RESOLVED by the City Council of the
City of Hastings, Minnesota:
That the City Clerk is hereby directed to set the budget
for the year 1982 at the sum of $2,677,985 and that he directs the
Dakota County and Washington County Auditors that the sum of
$1,527,931 be levied upon the taxable property within the limits of
the City of Hastings, Minnesota.

Minnesota this 5th day of October, 1981.
Councilman Pike seconded the motion to adopt said
resolution and the same was passed by the following vote: Ayes, 7;
Nayes, Klimek. Motion carried.

the office of the City Clerk.

a 1982 three quarter ton pick up for the Parks Depart-

authorizing and legalizing limited gambling
activities and refer the matter to the City
Attorney. Ayes, 8; Nayes, none.
Moved by Councilman Pike, seconded by
Councilman Legler to accept the resignation of
Phila Matsch, Administrative Secretary, effective
September 10, 1981. This resignation is due to a
health reason, and should she be able to return to
work, the City would reinstate her employment until
her reaching the age of 65. Ayes, 8; Nayes, none.

Councilman Trautmann to appoint Bonnie Dahl to the
Administrative Secretary position effective
October 6, 1981 at a $10,000 annual salary subject
to a 6 month probationary period. Ayes, 8; Nayes,

by Councilman Kulzer to approve the Joint Powers
capital expenditure cost sharing program.

hereby agree to enter into a fifty year lease with
the State of Minnesota for approximately 48 acres
located at the State Veterans Home property. The
property will be used for municipal ballpark
purposes subject to all conditions contained in
the lease agreement. Ayes, 8; Nayes, none.

These Assessments are being certified at this time to the Dakota County
Auditor before expiration of deadline for making payment to City due;;;
to deadline for certification to the 1982 tax rolls. Any payments made
to City thru Dec. 4, 1981 will be removed from the Auditor's file.
