The City Council of the City of Hastings, Minnesota met in a regular
meeting on },bnday, September 21, 1981 at 7:30 P.M. in the Council Chambers
of the City Hall.
Members Present: Councilman Legler, Kulzer, Trautmann, Pike, Karnick,

The Mayor called for additions or corrections to the minutes of the
meeting of September 8, 1981 and hearing none, declared the minutes approved
as read.

},bved by Councilman Legler, seconded by Council-
rran Kulzer, to authorize the award of contract to the
low bidder, AUstin P. Keller Corrpany in the roroUht of
$560,270.15. Contract execution to be delayed until
after the sale of 1981 Irrprovement and Pleasant Drive
North bonds. Ayes, 8; Nayes, none.
},bved by Coilllcilrran Kulzer, seconded by Council-
man Pike, to adopt the resolution setting the date
for the official sale of General Obligation Bonds
for the 1981 Irrprovements-.lbm. sale date is October 26,
1981 at 5:00 P.M. at City Hall. Resolution on file.

man Kulzer, to pass a resolution informing the Metro-
po1i tan Council and Demmrk Township, that the town-
ship's plan appears to be inconsistent with the
Hastings plan in the areas of residential, non-farm
densities for those areas near Hastings border, and
for the designation of an expanded contOOTcialarea
along Highway 61. Ayes, Legler, Kulzer, Pike, Trutna,
Kl:i.rrek and Bond; Nayes, Trautnnnn and Karnick.

man Bond, that the Washington County's Comprehensive
Plan was found to be consistent with the Hastings
Plan. Ayes, 8; Nayes, none.

man Karnick, to accept the Planning Comnission's
reCOlIlrendation regarding approval of the fifty-five
plus feet driveway entrance proposal. Ayes, 8;
Nayes, none.

Moved by Councilman Legler, seconded by Council-
man Kli1rek, to accept Plan L of Peavey Conpany' s
parking proposal. There will be no truck parking
on the north side of 18th Street; the south side
curb would have yellow painted on the first fifty-
five feet from Highway 61 east on 18th Street.

having the Animal Control Officer come under the

Councilrmn Trutna, to approve the 1983 local #320
Police Contract . Effective January 1, 1983, the
contract specifies an 8 percent increase in wages
and a $10 additional increase in the unifoIDl
allowance. Effecti ve September 1, 1981 through
the contract year 1983, the hospital--rredical
portion of the insurance for dependents will have
the anployee pay a IIRXimum of $20 per nrmth.

The Council directed staff to evalutate
the Kluender property in regards to a potential
purchase of said property.
Moved by Councilman Pike, seconded by
Councilrmn Legler, to utilize the State Errployrrent
Service @ffice in Hastings to do the initial
screening and testing of the clerical position
applicants. The reconmendation \rould then be
forwarded to the Administration Comnittee of the
Council and then to the full Council for appoint-
rent. Ayes, 8; Nayes, none.
Moved by Councilrmn Bond, seconded by
Councilrmn Klitrek, to authorize the St. Boniface
Church to place signs at various locations
advertising their Fall Festival. Ayes, 8;
Nayes, none.

on the Consent Agenda.
